I. Why It Matters
What sets Chongqing's agricultural food processing industry apart is that it is not dominated by a single category. Instead, three distinct industrial logics run in parallel: fermented and pickled vegetables built on geographically protected raw materials (zhacai), fruit deep-processing driven by the Three Gorges reservoir's ecological endowments (citrus), and seasoning manufacturing pulled by the restaurant end of the market (hotpot base). The three clusters share Chongqing's agricultural resource base yet serve different sales channels and end customers, creating a complementary rather than competitive structure.
In 2023, Chongqing's agricultural product processing industry generated total output value of RMB 342.1 billion, up 1.5% year-on-year. The food and agricultural product processing segment reached RMB 258.1 billion, up 4.2% — one of the few manufacturing categories that maintained positive growth amid broader economic headwinds.
II. Geographic Distribution
Fuling is the primary anchor of Chongqing's agricultural food processing industry. Mustard tuber (qingcaitou) is cultivated across 23 townships in Fuling District. By 2024, the planted area reached 740,000 mu with a fresh-vegetable yield of 1.908 million tons, accounting for 60% of the national mustard tuber planting area and more than 70% of China's annual processed zhacai output. Fuling holds the designation "World Zhacai Hometown."
The Three Gorges reservoir corridor forms the core of the citrus processing belt. Zhongxian County is the largest single-county cluster: its "Zhong Orange" yields 450,000 tons annually with an integrated output value of RMB 5 billion. The county hosts Asia's largest fresh cold-pressed orange juice production base, with deep-processing capacity exceeding one million tons. Across the municipality, citrus planting covered 3.877 million mu and yielded 3.898 million tons in the 2022/23 season, ranking fifth and seventh nationally respectively.
Peri-urban districts concentrate hotpot seasoning producers. Local chili, Sichuan pepper, and tallow supply chains support a full value chain from cultivation and slaughter through to seasoning filling. Dezhuang and Qiuxia, among others, operate large-scale production facilities, and their products are exported to 16-plus countries including markets in Europe, the Americas, and Southeast Asia.
Rongchang is the specialty node for pork slaughter and processing. The Rongchang pig breed is a nationally protected variety, with Rongchang District accounting for approximately 80% of the national Rongchang pig stock. Consumption is currently dominated by fresh meat, with processed products such as suckling pig and cured pork accounting for roughly 5% of output. A government action plan (2025–2027) targets full-chain output value exceeding RMB 24 billion and annual slaughter of over one million head by 2027.
III. Leading Enterprise Landscape
Chongqing Fuling Zhacai Group Co., Ltd. (A-share: 002507) is the only large-scale agricultural food processor from Chongqing listed on domestic capital markets. Its Wujiang brand holds approximately 36% of China's packaged zhacai market by value (Euromonitor International data), more than twice the share of the second-ranked competitor. In 2023, the company reported revenue of RMB 2.45 billion and net profit of RMB 827 million. Actual output of zhacai, pickled radish, and pickled vegetables reached 114,600 tons. Both revenue and profit declined for the first time since the company's 2010 listing, reflecting cyclical consumer-side pressure.
The hotpot seasoning segment has no listed company. Dezhuang Group, with annual revenue in the RMB 500–1,000 million range, ranks fourth in the industry and operates nearly 1,000 restaurant franchises worldwide. Qiuxia Food produces approximately 6,000 tons annually and is among the leading regional hotpot seasoning makers.
In citrus deep-processing, Zhongxian's cold-pressed orange juice facility represents rare domestic cold-chain processing capability, but the county remains largely positioned as a mid-stream processor without strong end-consumer branding.
IV. Upstream and Downstream Value Chain
The zhacai supply chain is relatively complete. Upstream: approximately 600,000 farming households in Fuling cultivate mustard tuber, supported by government floor-price purchase mechanisms. Midstream: salting, desalting, pressing, and flavoring operations are concentrated within Fuling. Downstream: the Wujiang brand distributes through national supermarkets, food-service delivery, and e-commerce, with export markets spanning Southeast Asia and Chinese diaspora communities in Western countries.
The citrus value chain has diversified significantly in recent years. Since 2011, Zhongxian has restructured its variety mix, introducing premium fresh-eating cultivars such as Ehime, Golden Autumn Mandarin, and September Red, forming a multi-pathway approach of fresh consumption, juice pressing, and by-product extraction. Orange juice exports reach Russia, Singapore, Thailand, and Hong Kong. The municipality operates 18 citrus export bases covering 17,800 mu.
Hotpot seasoning raw material sourcing is geographically broad. Tallow comes from local slaughter enterprises; chili peppers from Qijiang, Wanzhou, and other local growing areas (Qijiang has 70,000 mu of chili cultivation); Sichuan pepper from Jiangjin (one of the national leading Sichuan pepper production areas). Producers serve both commercial wholesale (approximately 70% of demand) and household retail (approximately 30%) channels.
V. Challenges and Transformation Directions
Zhacai faces structural consumer-side stagnation. Fuling Zhacai Group's 2023 revenue decline of 3.86% reflects urbanization-driven dietary upgrading and lower per-purchase volumes — supply-side issues are not the primary factor. Management has identified price-mix improvement, expansion into pickled vegetable categories with health positioning, and overseas market development as the primary transformation levers.
Citrus processing faces insufficient brand premium. Despite Chongqing's top-five national ranking in citrus output, the "Three Gorges Citrus" umbrella brand lags well behind Gannan Navel Orange or Yantai Apple in consumer recognition. The Ministry of Agriculture and Rural Affairs added Three Gorges Citrus to its priority regional brand cultivation list in 2023, targeting RMB 50 billion in comprehensive output value by 2027, opening a meaningful branding window.
Hotpot seasoning export faces two categories of barriers: customs and phytosanitary compliance (animal- and plant-derived ingredient regulations), and consumer culture adaptation — tallow-based products require formulation adjustment for halal markets in parts of Southeast Asia and the Muslim world. Dezhuang and peers have begun developing lower-spice, vegetable-oil-based product lines for overseas markets, but overall export share remains at an early stage.
The Rongchang pig opportunity is policy-driven. The National Pig Technology Innovation Center, now headquartered in Rongchang, is expected to gradually translate germplasm research into commercial processing applications. The shift from fresh-meat dominance to branded processed meat products, however, still requires simultaneous development of cold-chain logistics and brand infrastructure.
VI. Procurement and Sales Perspective
Sales teams offering agricultural input products (packaging materials, pickling auxiliaries, spice ingredients), food machinery (brine dewatering and pressing lines, juice filling equipment), cold-chain logistics, and food inspection instruments will find Fuling, Zhongxian, and Rongchang to be relatively concentrated outreach nodes.

Chongqing's agricultural food processing opportunity does not lie in broad-based capacity expansion. It lies in whether the handful of sub-categories that have already closed the raw-material–processing–brand loop can extend their premium from local markets to national and overseas ones. Fuling Zhacai's listing trajectory proves this path is viable. Whether citrus and hotpot seasoning produce a company capable of replicating it is one of the most substantive questions to track in the sector over the next five years.
