Henan lays this principle out plainly. Its printing industry is not propped up by volatile consumer demand such as fashion magazines or fast-moving-goods catalogues, but raised by two customers that are large in scale and stable in rhythm. One is publishing and education: Henan is a populous province with a vast student base, and the primary and secondary textbooks handed out each new term run into the hundreds of millions of copies, a demand that is almost guaranteed year after year. The other is tobacco: Golden Leaf, made by China Tobacco Henan, is an economic calling card of the province, and behind cigarette production and sales lies a long-term, rigid demand for high-precision printing such as labels and packaging.
The Institute treats Henan's printing industry as a regional sample precisely for this "dependent" form of stability. Unlike some coastal printing centers that hug export orders and consumer-electronics packaging and rise and fall with the cycle, Henan roots itself in publishing, education and tobacco—customers unlikely to vanish suddenly. This report endorses no investment judgment. It simply sets out, honestly, which lines hold Henan's printing industry up, what each really looks like, and where each is stuck.
2. The Textbook Line: Henan Xinhua Printing Group and Its Hundred Million Copies a Year
The thickest floor under Henan's printing industry is textbooks and books, and the core that carries it is Henan Xinhua Printing Group.
Henan Xinhua Printing Group is a comprehensive printing enterprise in Henan focused on book and digital printing. It belongs to the Central Plains publishing-and-media system—specifically, it is a subsidiary of the listed company Zhongyuan Media (Central Plains Media, stock code 000719), sitting in the same publishing-and-distribution fold as Henan People's Publishing House, Daxiang Press and the Henan Xinhua Bookstore distribution group. This relationship matters: it is not a printing plant taking isolated jobs, but the printing link embedded in Henan's entire publishing chain, with relatively stable order sources.
Its scale shows up directly in textbooks. By its own account, the group prints over a hundred million primary and secondary textbooks a year, plus more than twenty million supplementary teaching aids, over six million political-theory readers, more than five million fine books and over ten million magazine copies. Weightier still is its standing: Henan Xinhua Printing Group is a textbook printing base and demonstration enterprise of the People's Education Press, one of the first national printing demonstration enterprises, and a member of the "2023 China Top 100 Printing and Packaging Enterprises." For a local state-owned printing enterprise to earn the People's Education Press textbook-base designation means its printing quality and capacity-scheduling ability are recognized by the national textbook system.
The character of the textbook line is steady and unshowy. Its demand is set by student numbers and teaching plans—strongly seasonal, low in volatility, thin in margin, but with volume all year round. As a populous, education-heavy province, Henan is itself among the country's most concentrated regions of textbook consumption, and keeping printing capacity within the province is both industrial inertia and a sensible matter of nearby supply. Henan Xinhua Printing Group became a mainstay of Chinese book printing not through any single hit product, but by doing the thing called textbooks—"required every year, enormous in volume, intolerant of error"—steadily over the long term.
3. The Tobacco Line: The Xuchang Cigarette-Label Cluster Golden Leaf Raised
If textbooks are the floor of Henan's printing industry, then tobacco is its finest, highest-value beam.
The source of this beam is China Tobacco Henan and its Golden Leaf brand. Golden Leaf cigarettes were launched in 1951, a representative of Henan's national cigarette industry and an economic calling card of the province; the Golden Leaf manufacturing center under China Tobacco Henan, formed by merging the former Zhengzhou and Xinzheng cigarette factories, is an important cigarette-production base north of the Yangtze, with annual output counted in the millions of cases. The scale of cigarette production and sales translates directly into long-term demand for high-end printing such as labels and packaging—cigarette packaging demands far higher precision, anti-counterfeiting, hot stamping and embossing than ordinary packaging, placing it in the high-barrier, high-value tier of the printing trade.
Around this demand, Henan grew a body of printing capacity dedicated to cigarette labels and packaging, clearly clustering around Xuchang. That a national cigarette-packaging leader would commit heavy investment in Changge itself shows the supply capability of this Xuchang line has already taken shape.
The logic of the tobacco line is wholly different from textbooks. It competes not on bulk volume but on process precision and customer binding: to enter a cigarette factory's label supply chain, a printer must pass strict, long-running tests of anti-counterfeiting and printing quality—high barrier, sticky customers, relatively decent margins, but also deep dependence on a single industry. Xuchang holds its ground in cigarette labels and packaging precisely through this fine-printing capability driven deep into cigarette customers.
4. Zhengzhou at the Core: Gathering Books, Cigarette Packaging and Packaging in One Place
Place the textbook line and the tobacco line on a map and one sees they are not isolated, but gathered into a relatively concentrated printing-and-packaging map centered on Zhengzhou and radiating toward Xuchang and elsewhere.
Zhengzhou has the highest density of printing enterprises in Henan. As the provincial capital and the core of the Central Plains urban agglomeration, it is both the home of the Central Plains publishing-and-media system, gathering the mainstay of book and digital printing capacity, and the city densest in commercial and decorative-packaging printing firms. Henan as a whole sits in the hinterland of the Central Plains urban agglomeration—considerable in both population and economic scale—and the local market's large base of demand for packaging, commercial print jobs and publications gives printing firms an order pool they can absorb without going to other provinces. Beyond Zhengzhou, Xuchang has formed a specialized cluster on cigarette labels and packaging, while other prefectures rely mostly on localized commercial printing and packaging support, lower in both density and grade than the two points of Zhengzhou and Xuchang.
This structure of "one core (Zhengzhou) and one specialty (Xuchang cigarette packaging)" makes Henan's printing map easy to read: rather than blooming everywhere and homogeneously like a consumer-goods packaging center, it splits clearly into two main lines—publishing-and-books and cigarette labels-and-packaging—plus a base layer of commercial and decorative-packaging printing serving local demand. The three differ in character—books compete on stability and capacity, cigarette packaging on process and customers, decorative packaging on cost and lead time close to the local market—and together they form the real face of Henan printing.

Zhengzhou, with the province's highest density of printing firms, gathers book, cigarette-packaging, decorative and commercial printing capacity in one place. None of the three rides a fashion wave; all lean on the steady customers of publishing, education and tobacco.
The other side of stability is that dependence is itself a risk. The textbook line's demand is set by student numbers and teaching schedules, its margin already thin; paper-price swings and tender bidding squeeze the printing link directly, and the ceiling on demand growth is plainly visible. The cigarette label-and-packaging line is high in value yet stakes its fate almost entirely on a single industry—any change in anti-smoking trends or cigarette production and sales transmits down the chain to the packaging printers. Commercial and decorative-packaging printing, though hugging local demand, is also the most prone to homogenization and price wars. In other words, the steady customers that raised Henan's printing industry are also the dependence it can least diversify away from.
The Institute's judgment is this: the real test for Henan's printing industry is not how many more textbooks it can print or how much more profit cigarette packaging can yield, but whether an industry "raised by big customers" can, while holding its base, migrate its capability beyond those customers—whether book printing can use digital and on-demand printing to move from textbooks alone toward more flexible book and cultural-creative printing; whether cigarette-packaging printing can spill its long-honed anti-counterfeiting, stamping and fine-process skills over into food, pharmaceutical and liquor packaging, easing dependence on a single industry. Neither question is light, yet together they decide whether Henan printing can move from the security of "eating off a few big customers" toward a next stage more resilient to shifts in customer structure. For an industry used to printing other people's stories, the hardest page to write is the one about where it goes itself.
