I. Jiangsu's Metal Products Industry: Strategic Positioning

Jiangsu is China's largest manufacturing province by industrial output, and the metal products industry forms an indispensable foundation within its industrial system. In the Fifth National Economic Census results for 2023, metal products enterprises ranked among the top sectors within Jiangsu's above-scale industrial firms, accounting for roughly 10.9% of all industrial enterprise legal entities — reflecting the sector's deeply embedded role in provincial manufacturing.

Metal products span stainless steel fabrication, hardware fasteners, precision castings, structural enclosures for engineering electrical systems, and surface treatment. Jiangsu's distinctive feature is a high degree of geographic concentration: several core industrial belts each wield national — and in some cases global — pricing influence, rather than spreading uniformly across the province.

II. Dainan, Xinghua: The National Center for Stainless Steel Fabrication

Dainan Town in Xinghua City, on the Subei plain, is the unavoidable starting point for understanding Jiangsu's metal products industry.

By 2024, Dainan had accumulated more than 3,000 small and medium-sized manufacturing enterprises, including 295 above-scale firms, producing over 2 million tonnes of stainless steel products annually — equivalent to one-seventh of China's total private-sector stainless steel output. The product mix is highly specialized: approximately 70% of China's stainless steel wire and welding wire, and about 80% of stainless steel profile products and non-standard components, are manufactured in Dainan. This amounts to a near-monopoly in these niche categories. The town has become both the largest stainless steel products trading center in East China and one of the most important raw material distribution hubs for stainless steel in the country.

In 2023, Dainan (Xinghua High-Tech Industrial Development Zone) recorded industrial invoiced sales close to 6 billion yuan. In the same year, Xinghua City's overall economy surpassed the 100-billion-yuan mark, indicating that this township-level industrial belt has progressed from sheer volume to combined volume-and-price growth. Xinghua also launched a 4-billion-yuan stainless steel integrated trade demonstration zone; Phase 1 passed completion inspection in 2024, aiming to reshape the supply chain's pricing leverage through trade infrastructure investment.

Dainan's formation logic is straightforward: family workshops in the 1990s built a reputation in non-standard custom orders that large mills were unwilling to handle, then gradually expanded into wire, welding wire, and profile categories. Sustainability came from specialization, not diversification — Dainan never seriously attempted to enter mainstream slab or bar categories.

III. Yangzhong: A Specialized Hub for Engineering Electrical Enclosures

Yangzhong City under Zhenjiang prefecture offers another cluster archetype, but with a fundamentally different entry point — structural enclosures and components for engineering electrical systems (switchgear cabinets, control panels, busway trunkings, cable trays), tightly bound to the power infrastructure sector.

By 2023, Yangzhong had over 3,000 electrical manufacturing and supporting firms, with 325 above-scale enterprises including one 10-billion-yuan anchor company (Daquan Group) and 12 firms exceeding 1 billion yuan. Combined above-scale output across Yangzhong's four key industries — smart electrical, photovoltaic, port-adjacent, and auto components — reached 89.534 billion yuan in 2023. The electrical sector alone contributed roughly half of the city's above-scale industrial output: between January and May 2024, electrical firms delivered 20.662 billion yuan in above-scale industrial output, representing 48.1% of the city's total industrial production.

Yangzhong has set an explicit target of building a 100-billion-yuan smart electrical industry cluster. From a metal products perspective, the cluster's core value lies in delivering high-precision sheet metal structures and cast components that interface tightly with electrical systems — a high-value application for metal fabrication.

IV. Sunan's Casting and Surface Treatment Ecosystem

The Suzhou-Wuxi-Changzhou metropolitan area forms the third pole of Jiangsu's metal products industry, centered on precision casting and surface treatment, deeply embedded in automotive, semiconductor, and precision machinery supply chains.

Casting: Jiangsu has more than 3,000 foundry enterprises, ranking nationally for material grades and process varieties. In 2023, Jiangsu's foundry sector launched 518 new or expanded projects totaling 23.44 billion yuan in investment, with 61 projects exceeding 100 million yuan. Suzhou and Changzhou are the primary casting clusters, serving massive local downstream demand from automotive components, construction machinery, and rail transit. In October 2024, the Jiangsu Provincial Foundry Industry High-Quality Development Conference convened in Suzhou, marking industry-wide commitment to upgrading foundry processes.

Surface treatment: Jiangsu has more than 1,500 electroplating and surface treatment enterprises, primarily concentrated in Suzhou, Wuxi, Nantong, and Zhenjiang — these four cities account for roughly 70.5% of the provincial total. The Suzhou-centered electroplating cluster serves consumer electronics, precision components, and medical devices, making it a key node in the Sunan advanced manufacturing system.

V. Supply Chain Structure: Upstream and Downstream

Upstream inputs include stainless steel coils and bars (Dainan sources heavily from Taiyuan Iron and Steel, and Baosteel), casting pig iron and non-ferrous metals, and chemical auxiliaries (plating solutions, pickling agents, coatings). Sunan casting firms source pig iron from within the province and from Anhui.

Downstream demand is broadly distributed: engineering electrical manufacturers absorb Yangzhong's structural metalwork; Tier 1 automotive suppliers take Sunan castings; architectural facades, kitchenware, and food processing equipment are the primary outlets for Dainan's profile products. Export volumes exist but remain lower as a share of output compared to similar industries in Zhejiang.

In hardware fasteners, Jiangsu's comparative strength lies in mid-to-high-end standard fasteners and automotive-grade components, represented by listed companies such as Reima Precision (Wuxi) and Zhengjiang Shares (Nantong). However, in commodity-grade general fasteners, Jiangsu's cluster density is weaker than Zhejiang's Haiyan County belt.

VI. Challenges and Transition Directions

Metal products broadly sit in the middle-to-lower tier of the manufacturing value chain. The challenges facing Jiangsu's clusters are broadly similar but differ in emphasis.

Green compliance is the most immediate pressure. Surface treatment (electroplating, pickling, phosphating) and foundry (coating gases, sand casting emissions) both face significantly higher environmental compliance costs. Jiangsu's strict enforcement is pushing dispersed firms to consolidate into industrial parks, but relocation costs and production disruption risks for small supporting manufacturers are substantial.

Raw material price volatility periodically disrupts the Dainan model. Nickel — a primary input in stainless steel — saw extreme price swings (the 2022 short squeeze and subsequent multi-year decline), directly compressing margins for mid-chain fabricators in Dainan, with some smaller processors reducing output or exiting.

Digital and intelligent upgrading lags the policy ambition. Jiangsu's "Smart Transformation and Digital Conversion" action plan has broad targets, but multi-process custom production in metal products poorly matches standardized digital tools. The vast majority of Dainan's thousands of small manufacturers have not meaningfully entered the intelligent upgrading sequence.

High-value market penetration is slow. Yangzhong has begun upgrading from standard switchgear enclosures to intelligent electrical cabinets. But for Dainan's precision components or Sunan's castings to break into semiconductor equipment, medical devices, or aerospace supply chains, the critical transition — from "we can make it" to "certified quality at stable volume" — typically requires five to ten years of sustained investment.

VII. Research Institute Perspective

The competitive logic of Jiangsu's metal products industry is extreme specialization by cluster rather than integrated breadth: Dainan handles only profile products, Yangzhong serves only the electrical sector, Sunan casting absorbs only the overflow from local advanced manufacturing. In favorable market conditions this specialization drives powerful scale effects. In raw material shocks or demand-mix shifts, however, the adjustment elasticity of these clusters is notably lower than that of diversified manufacturing bases.
