I. Why Jiangsu's Liquor, Beverage and Tea Sector Merits Attention

In most provinces, the liquor, beverage and tea manufacturing sector is fragmented and internally disconnected. Jiangsu is different. Its baijiu production is highly concentrated in Suqian municipality, home to two nationally significant listed companies. Its premium tea is represented by the closely bounded Dongting Mountain Biluochun zone in Suzhou, underpinned by an increasingly robust geographic indication (GI) framework. This combination — a dominant baijiu heartland alongside a restrained premium tea enclave — gives Jiangsu a distinctive analytical profile.

II. Suqian: A City and an Industry in Deep Alignment

Suqian sits in the lower Huai River basin, bordering the western shore of Lake Hongze. Its temperate climate and clean water sources have historically sustained multiple distillery towns. The shorthand "Three Gou, One He" (三沟一河) captures the cluster's geography: Shuanggou (Sihong County), Tanggou (Guannan), Gaogou (Lianshui in Huai'an), and Yanghe town in Suqian proper. Yanghe distillery and Shuanggou distillery — the two most prominent names — now both operate under Suqian Sujiugroup (Yanghe Co., Ltd., stock code 002304), consolidating scale.

Yanghe's scale: In 2023, Yanghe Co. reported operating revenue of RMB 33.126 billion, up 10.04% year-on-year. Net profit attributable to shareholders reached RMB 10.016 billion. Baijiu sales volume was 166,200 tonnes; mid-to-high grade products accounted for RMB 28.539 billion, approximately 86% of total revenue. In the 2023 China Brand Value Assessment, Yanghe ranked second in the baijiu sector with a brand value of RMB 77.317 billion. Its "Yanghe Blue Classic" (Meng Zhi Lan, Tian Zhi Lan, Hai Zhi Lan) series established the "mianrou" (soft texture) baijiu category across the national mid-to-premium market.

Jinshiyuan's milestone: Huai'an-based Jinshiyuan Liquor (stock code 603369) posted total revenue of RMB 10.098 billion in 2023, a 28.07% increase year-on-year — the company's first crossing of the RMB 10 billion threshold. The Guoyuan series contributed approximately 85% of revenue, with premium products priced above RMB 300 generating RMB 6.504 billion (64.41% of total). The company's three brand pillars are Guoyuan, Jinshiyuan, and Gaogou.

Shuanggou's local role: Following consolidation into Sujiugroup, Shuanggou's standalone financials are reported within Yanghe's consolidated accounts. At the county level, Sihong County's four scale-above brewing enterprises (including Shuanggou and Fenjinting) generated combined output of RMB 6.231 billion from January to October 2023, up 8.05% year-on-year.

City-level depth: Suqian's entire brewing (liquor) sector generated output of RMB 48.86 billion in 2023. The city hosts over 170 baijiu enterprises, with base spirit production capacity of 240,000 tonnes and storage capacity of 1.3 million tonnes. The supply chain extends upstream to grain procurement and qu (starter culture) production, and downstream to bottling, packaging, and logistics. Suqian has set a target of exceeding RMB 100 billion in brewing output by 2025.

III. Suzhou: Biluochun's Geographic Indication System

In contrast to Suqian's volume orientation, Suzhou's Dongting Mountain Biluochun follows a geographic protection model. The production zone is confined to the East and West Dongting Mountain areas of Suzhou's Wuzhong District, with a total tea garden area of approximately 40,000 mu (about 2,667 hectares) and annual output of roughly 383 tonnes (2022 data; 2023 was slightly higher). Physical constraints impose a firm ceiling on volume, making the protection system the central mechanism for quality assurance.

Since 2002, Dongting Mountain Biluochun has obtained three layers of national recognition: GI product protection, GI certification trademark, and agricultural product GI registration. It is also included in the China-EU GI mutual recognition list. In 2023, the tea was selected for the State Administration for Market Regulation's GI Promotion Key Contact and Guidance List — one of only three GIs in Jiangsu to receive this designation, and Suzhou's sole entry.

On the regulatory side, Suzhou's Protection Ordinance for Dongting Mountain Biluochun Tea came into effect in 2024, establishing a "GI label + blockchain" traceability system. As of 2023, 45 enterprises were licensed to use the GI label, with 550,000 label units issued for the season. Each compliant box of Biluochun is now traceable to a specific licensed producer.

IV. Supply Chain Structure

Baijiu supply chain: Upstream inputs include sorghum, wheat, barley, and starter cultures; large-scale grain procurement draws from Northeastern China and the Huai River plain. The mid-stream in Suqian encompasses distillation, storage, and bottling, with a clustered supplier ecosystem for ancillary materials (bottles, cartons, printed packaging). Downstream is a wholesale-dominated distribution network — Yanghe's wholesale distribution channel accounted for 96.76% of 2023 revenue. Sales teams serving upstream suppliers to Suqian baijiu firms typically target procurement and packaging decision-makers across multiple product categories.

Biluochun supply chain: Upstream covers seedling cultivation and organic fertilizer. The bottleneck is mid-stream: hand-picking and hand-firing require skilled artisans, and artisan supply limits throughput. Downstream flows through premium gifting channels, tea houses, and curated e-commerce. The small production volume makes the chain high-value but narrow.

Beverage sector: Mid-sized beverage producers are distributed across Nanjing, Suzhou, and Wuxi, serving local and surrounding markets. Their national profile is modest compared to the baijiu cluster and warrants less dedicated analysis.

V. Challenges and Transition

Suqian's baijiu sector faces sustained pressure from premiumization. Yanghe's 2023 volume fell nearly 15% year-on-year even as revenue and profit grew, confirming a deliberate strategy of trading volume for price. The structural question is how quickly lower-price inventory can be absorbed without damaging brand positioning.

Jinshiyuan's rapid growth has come alongside elevated sales and marketing expenditure. Sustaining its growth trajectory while improving profit quality will be the key test over the next few years.

For Biluochun, counterfeit product remains a chronic challenge. The GI framework raises the institutional cost of counterfeiting, but building consumer identification literacy takes time. The zone's tiny scale also makes it acutely vulnerable to adverse weather affecting any given spring harvest season.

VI. Research Note

Yanghe and Jinshiyuan together create an unusual dynamic: two publicly listed companies in the same regional cluster reinforcing each other's visibility while competing for the same consumer tier. For upstream suppliers, Suqian's brewing ecosystem represents a stable, substantial, and geographically accessible target market. Biluochun represents a different proposition entirely — value density over scale, institutional protection over volume growth. Neither path is superior in absolute terms; they simply reflect different resource constraints and strategic choices.
