Jilin is China's leading ginseng-producing province, consistently ranking first in national output. At the same time, as one of China's major corn-producing provinces, Jilin has extended corn deep processing into a substantial food ingredients industrial chain. Taken together, Jilin's food manufacturing industry is not a uniform "agricultural processing" sector but rather a resource-driven, cluster-defined dual-core structure: one core is Changbai Mountain ginseng deep processing, concentrated in Fusong County and Ji'an City; the other is large-scale corn-based food and food ingredient production near Changchun. As of recent years, the county has 3,215 ginseng processing enterprises, including 47 large leading enterprises. Their products — spanning ginseng food, beverages, pharmaceuticals, health products, and cosmetics across more than 600 product lines — are sold in over 30 countries and regions. In 2023, the full-industry-chain transaction value across Fusong County was estimated to reach approximately 21.3 billion CNY.
Ji'an, under Tonghua City, is known for its "Ginseng+" full-industry-chain model. It is the only domestic producer of Changbai Mountain border ginseng and has been developing integrated approaches linking ginseng seed breeding, cultivation, processing, tourism, and cultural promotion, with enterprises focused on refined ginseng, functional health foods, and ginseng-based beverages. Tonghua City accounts for nearly half of the provincial ginseng industry output value, making it the most concentrated prefecture-level city for ginseng production value in Jilin.
At the enterprise level, Zixin Pharmaceutical (Zixin Yaoyie) is the signature listed company in Jilin ginseng deep processing. Since entering the ginseng industry in 2010, it has invested nearly 2 billion CNY cumulatively, building four ginseng production and processing bases in Tonghua, Yanji, Panshi, and Dunhua. Beyond Zixin, dozens of small and medium-sized ginseng food and health product companies in Fusong form the density of this cluster.
III. Corn Deep Processing Foods: From Bulk Commodity to Food Ingredient Industry
The second main line is rooted in the corn output of the Songliao Plain.
Jilin Province has approximately 20 large-scale corn deep processing enterprises, processing around 10 million tons of corn annually, yielding starch, starch sugars, alcohol, and amino acids for industrial and food applications. The most representative is Changchun Dacheng Group — founded in 1996, it processes 3.8 million tons of corn per year, producing corn starch, corn oil, liquid glucose, and lysine. Its lysine annual capacity reaches approximately 300,000 tons, covering roughly 70% of the domestic market, making it one of the world's largest lysine producers. Annual liquid glucose production is approximately 1.2 million tons, also among the national leaders.
Lysine is a core amino acid additive for the feed industry; liquid glucose is widely used in food and beverages; corn starch is a fundamental raw material for numerous food processing applications. Dacheng's existence means that Jilin's corn deep processing has moved well beyond primary commodity status, forming a food ingredient industry with meaningful technical barriers.
Another branch of the corn food chain is fresh corn processing. Jilin Province has approximately 120 large-scale enterprises in the corn food sector, processing around 1.45 billion corn ears annually, with frozen fresh corn output reaching approximately 1 billion ears per year — a significant share of the national frozen fresh corn processing market.
IV. Changbai Mountain Specialties and Halal Meat: Two Supporting Lines
Changbai Mountain specialty foods form the third block in Jilin's food manufacturing landscape — smaller in aggregate scale but high in category distinctiveness.
Edible mushrooms are the largest category within this block. Jilin Province has designated Changbai Mountain edible mushrooms as a key regional brand under the "Jilin Brand" initiative. Jingyu County and Wangqing County have established scale processing bases for wood ear mushrooms, shiitake, and monkey head mushrooms. For blueberries, Changbai Mountain blueberries — benefiting from altitude and climate — enjoy a quality advantage, with processing focused on frozen berries, fruit pulp, and beverages. Halal meat processing is the other supporting line. Haoyue Halal Meat Industry Co., Ltd., under Changchun Haoyue Group, is one of Jilin Province's largest halal meat processing enterprises, specializing in beef and lamb slaughter and precision cutting for domestic halal catering markets and select export channels.
V. Upstream Supply Chain: Parallel Sets of Procurement Needs
Combining these lines, Jilin food manufacturing generates several parallel sets of upstream procurement demand:

The latter means the competitive moat for corn deep processing food ingredients lies in large-scale biochemical synthesis capabilities rather than branding.
The two cores face entirely different customer groups and competitive logics: ginseng deep processing requires continuous investment in branding and efficacy certification to break out through premium health food channels; corn deep processing must maintain scale and process barriers to sustain cost competitiveness in globally traded bulk markets like amino acids and starch sugars.
