I. Why This Industry Merits Close Study
Liaoning is China's only coastal province in the northeast, with a coastline exceeding 2,900 kilometers, while also occupying the southern edge of the Songliao Plain — a major corn-producing region. This dual geography has produced an agricultural food processing industry with two distinct identities: a seafood deep-processing system centered on Dalian, and a grain and oil processing cluster anchored in Shenyang and Tieling. The two subsectors share almost no overlap in raw material sourcing, customer profiles, or export markets, yet together they underpin above-scale revenue of RMB 384.4 billion for the province's agricultural processing industry in 2023 (Liaoning Provincial Department of Agriculture and Rural Affairs).
Beyond these two pillars, Dandong tussah silkworm cocoon processing and Dalian apple juice concentrate occupy nationally — and in some cases globally — irreplaceable resource positions, adding a further layer of strategic weight to this industrial landscape.
II. Geographic Cluster Distribution
Dalian: A National Center for Seafood Deep Processing. Dalian currently hosts 537 above-scale aquatic product processing enterprises, an annual processing volume of 1.57 million tons, and processing output value of RMB 20.1 billion — ranking first among sub-provincial cities in China for aquatic product processing volume (Dalian Municipal Bureau of Agriculture and Rural Affairs). Three dense processing zones have emerged: Changhai County, Lüshunkou District, and Jinpu New Area. Leading enterprises include Bangchuidao Seafood, Haiyang Island Aquatic Products, Fugu Food, and Shangpintang Sea Cucumber. Zoneco Group (SZ: 002069), based in Changhai County, operates six large-scale processing bases in Dalian and Rongcheng, Shandong, producing sea cucumber, abalone, scallop, salmon, and other species for export to over 20 countries including the United States, Canada, Australia, and Japan.
Shenyang–Tieling: A Billion-RMB Grain and Oil Corridor. Shenbei New Area is Liaoning's largest grain and oil processing cluster, with revenue exceeding RMB 10 billion. In 2023, Shenyang's food industry as a whole achieved sales revenue of RMB 103 billion, becoming the city's third-largest manufacturing pillar. Wilmar International's corn germ oil project in Kaiyuan, COFCO Rice's Shenyang plant, Jiusan Group, and Hefeng Grain and Oil are all positioned within the Shenyang–Tieling corridor. The "Shengjing Houdao" branded rice — developed jointly by the Shenyang municipal authority with Wilmar, COFCO, October Rice, and Qixing Rice — targets premium Northeast rice export markets. In 2022, the province had 441 above-scale grain and oil processing enterprises with revenue of RMB 151.7 billion, ranking tenth nationally in total processing volume.
Dandong: The World's Largest Tussah Silkworm Cocoon Hub. Dandong is the world's largest tussah silkworm cocoon production base, with peak historical output exceeding 23,000 tons, accounting for 70% of Liaoning's provincial total. Liaoning's tussah cocoon output represents approximately 60% of the national total and over half of global production (Liaoning Provincial Department of Agriculture and Rural Affairs; CRI Liaoning). Kuandian, Fengcheng, and Xiuyan counties form the primary sericulture zones, with an established value chain running from raw cocoon reeling through silk spinning. The province's tussah sericulture sector generates comprehensive annual industry output exceeding RMB 15 billion.
Dalian–Yingkou: Apple Processing Belt. Liaoning is one of China's key northern apple-producing regions. In 2021, the province had 2 million mu under cultivation with output of 2.605 million tons. Dalian alone accounts for 520,000 mu and 780,000 tons, with a full-industry-chain value of RMB 3.25 billion (Dalian Bureau of Agriculture and Rural Affairs, 2023). Cold-hardy varieties such as Hanfu have expanded export reach to Europe, North America, Russia, and Southeast Asia. National Invested Zhonglü and Andeli both operate apple juice concentrate processing plants in Liaoning.
III. Leading Enterprise Landscape
Liaoning's agricultural processing enterprise hierarchy is well-defined. In 2023, 22 provincial enterprises were listed among China's Top 500 Agricultural Enterprises — sixth in the country — while the number of national-level agricultural industrialization key leading enterprises also ranks among the top tier.
In the seafood segment, Zoneco Group remains the flagship enterprise for marine product deep processing in Dalian and nationally. Its 2023 annual report reflects a multi-category processing portfolio spanning fresh, frozen, and ready-to-eat products. However, the company has faced mounting pressure from near-shore fishery resource fluctuation and rising raw material costs, and is currently in an operational adjustment cycle.
In the grain and oil segment, Wilmar International, COFCO, and Jiusan Group are the dominant strategic investors from outside the province. Locally, Hefeng Muye (SSE: 603609) extends from feed into grain and oil primary processing; Dingxiang Group focuses on soybean oil and fat processing; Fuhong Group specializes in corn comprehensive utilization.
In the tussah silkworm segment, several mid-sized silk-reeling mills in Kuandian still concentrate on primary processing, with revenues below RMB 100 million. The ratio of deep-processing output remains low, and a nationally recognized brand in this category has yet to emerge.
IV. Supply Chain: Upstream and Downstream
Upstream raw materials. Seafood processing is tightly coupled to aquaculture. Fluctuations in Dalian's offshore bottom-sowing cultivation area directly affect factory utilization rates, with Dandong Yellow Sea fisheries and Yingkou shrimp supply providing seasonal supplementation. Grain and oil processing relies primarily on locally grown corn from Tieling, Shenyang, and Chaoyang, supplemented by Heilongjiang soybeans. Tussah cocoon supply is doubly constrained by climate variability across the spring and autumn silkworm seasons and the accelerating aging of the sericultural labor force, reducing raw material stability in recent years.
Downstream channels. A substantial share of processed seafood output is export-oriented. Dalian's above-scale agri-processing industries recorded export delivery value of RMB 22.46 billion, with high dependence on markets in Europe, the United States, Japan, and South Korea — creating systemic exposure to currency risk and destination-country inspection policy changes. Grain and oil products are predominantly consumed domestically, though brands such as "Shengjing Houdao" are piloting direct-to-consumer channels to capture higher margins. Tussah silk products target Japan, South Korea, and Eastern Europe, facing growing competition from synthetic fiber substitutes.
Supporting industries. Dalian's cold-chain logistics infrastructure is relatively mature, with ample refrigerated container capacity. Inland grain and oil enterprises have increased warehouse and logistics investment in recent years; Shenbei New Area now hosts several 10,000-ton-class grain storage nodes.
V. Challenges and Transformation Directions
Structural imbalance. Liaoning's agricultural food processing industry remains predominantly focused on primary and mid-level processing, with below-average deep-processing ratios and significant room for value-added improvement — though the capital and technology thresholds for the transition are correspondingly high. A 2024 response to a Liaoning CPPCC proposal explicitly calls for extending the value chain into deep processing and green health food manufacturing, with provincial support covering equipment subsidies and subsidized loans for 67 enterprises.
Labor constraints. Northeast China's net population outflow creates persistent pressure on the replenishment of sericultural and fishing labor. County-level agricultural bureau surveys in Kuandian and similar areas repeatedly flag the aging of the sericulture workforce as a structural vulnerability.
Prefabricated food and branding opportunities. The provincial Ministry of Industry and Information Technology is incorporating prefabricated food enterprises into a dedicated cultivation program. Product categories with meaningful differentiation — Dalian sea cucumber, Dandong tussah protein, apple juice concentrate — have seen early-stage brand experiments on short-video commerce and cross-border e-commerce platforms.
Uneven cluster quality. Among the province's 43 agricultural processing clusters, the gap between the three clusters exceeding RMB 10 billion in revenue and the many below RMB 1 billion is pronounced. Concentrating resources and lifting overall cluster quality is the core policy focus for the coming period.
VI. Research Institute Observations
The foundation of Liaoning's agricultural food processing industry lies in resource endowment rather than policy incentives — a 2,900-kilometer coastline, the corn belt at the southern edge of the Songliao Plain, and the world's largest tussah silkworm cocoon base are advantages that no inland province can replicate. The real uncertainty lies in whether deep-processing capital investment can outpace shrinking labor supply and raw material price volatility. At present, the transformation pace in Dalian seafood and Shenyang grain and oil — the two primary poles — is measurably faster than in tussah sericulture and apples. If the latter two clusters fail to cultivate a meaningful number of above-scale deep-processing enterprises by 2025, the gap may continue to widen.
