I. Two Underestimated Food Industry Threads in a Small Inland Region
Ningxia Hui Autonomous Region is one of China's smallest provincial-level administrative units, with a resident population of just over seven million. Yet in food manufacturing, the region has at least two stories that the broader market tends to undervalue: wolfberry deep processing and Helan Mountain East Foothill wines.
These two threads appear unrelated on the surface — the first rooted in the geographical indication products of Zhongning County, the second shaped by a one-hundred-kilometer mountain escarpment west of Yinchuan. But both point toward the same industrial thesis: in a sparsely populated western region with rich agricultural raw materials, the path for food manufacturing lies in deep processing and premium positioning, not in economies of scale. Ningxia is a real-world case study of that logic in practice.
The Institute singles out Ningxia's food manufacturing for analysis because both pillars have developed sufficiently distinct enterprise clusters, supply chain structures, and transformation pressures to merit independent examination.
II. Wolfberry: How Zhongning Became China's Pricing Center for Premium Goji Products
The geographic center of wolfberry production in Ningxia is Zhongning County. Zhongning wolfberries were among the earliest agricultural products to receive national geographical indication protection in China. By the end of 2023, Zhongning's wolfberry cultivation area held steady at 180,000 mu, with 124 processing enterprises and a combined output value exceeding 14 billion yuan from that one county alone (source: People's Daily Ningxia Channel, June 2024).
But the true driver of Ningxia's wolfberry industry ceiling is not acreage expansion — it is the evolution of processed product forms. Across the region, wolfberry processing now spans ten major categories and over 120 product types. The most significant shifts have occurred in three areas: raw wolfberry juice, freeze-dried wolfberries, and wolfberry glycopeptides. Raw juice solved the fresh-fruit preservation problem and locked bioactive compounds into a liquid format suited for modern health consumers. Freeze-dried wolfberries reopened the premium gifting market on e-commerce platforms. Wolfberry glycopeptides represent the frontier of functional health food development, with some products entering the research pipeline for foods for special medical purposes.
The fresh-fruit processing conversion rate is a useful proxy for deep-processing depth. Ningxia's rate rose from 28% in 2017 to approximately 36% by 2024 (source: Xinhua News, October 2024) — still below more mature processing regions, but trending in a clear direction.
At the enterprise level, Bairui Source and Zaokang are the most frequently referenced names. Bairui Source's "early red, late black" wolfberry raw juice and its double-berry juice series have established a degree of brand recognition in the functional beverage space. Zaokang, founded in 1998, produces freeze-dried wolfberries, raw juice, and fresh-frozen wolfberry fruit, exporting to over thirty countries and territories including the United Kingdom, Japan, the United States, Australia, and EU member states. In the first half of 2023, Zaokang completed its listing on China's National Equities Exchange and Quotations, becoming the first Ningxia wolfberry enterprise to access capital markets (source: Zaokang listing announcement, Sina Finance).
Export data lend further substance to the picture. In September 2023 alone, Ningxia exported 375 tonnes of wolfberry products, up over 80% year-on-year, with export value exceeding 22 million yuan, up over 100% — ranking first nationally in both export volume and value (source: The Paper, 2024).
The autonomous region's Fourteenth Five-Year Plan for wolfberry industry development targets a full-chain output value of one trillion yuan by 2030 — a long way from the 29 billion yuan recorded in 2023 (source: Ningxia Finance Network, February 2024) — but the directional logic, anchored in deep processing and branded exports, holds.
III. Helan Mountain East Foothill: 253 Wineries Rewriting China's Fine Wine Narrative
The Helan Mountain East Foothill wine region is Ningxia's second major food manufacturing thread — and a distinctly different one in character.
Its uniqueness is geographic. The eastern face of Helan Mountain descends onto gravel-rich alluvial fans with excellent drainage; diurnal temperature swings exceed 15°C; annual sunshine hours approach 3,000. These parameters differ fundamentally from Bordeaux's maritime climate, yet the Cabernet Sauvignon, Merlot, and Marselan produced here carry a recognizable Ningxia signature — concentrated fruit, ripe tannins, and balanced acidity — that has given the region genuine credibility in international wine circles.
By the end of 2023, the Helan Mountain East Foothill had established over 600,000 mu of wine-grape vineyards, with 253 wineries and cultivation enterprises, annual output of approximately 140 million bottles, and a combined industry output value exceeding 40 billion yuan (source: Ministry of Justice Ningxia legal publicity platform, April 2025). That figure already substantially exceeds the wolfberry industry and represents the single largest sub-sector within Ningxia's food manufacturing sector.
International validation data are relatively solid. At the 2023 Decanter World Wine Awards, Ningxia wines won 110 medals, including two gold and 36 silver awards (source: Decanter China, 2023). Cumulatively, wines from over 60 Ningxia wineries have collected more than 1,100 prizes at Decanter, Bruxelles International Wine Competition, and Berliner Wein Trophy, accounting for over 60% of China's total international wine award count (source: Ningxia Industry and Information Technology Department). The "Helan Mountain East Foothill Wine" brand has been valued at 33 billion yuan, ranked seventh among China's geographical indication regional brands, and recognized by the International Organisation of Vine and Wine as a world wine "star region" (source: Yinchuan Municipal Government, August 2023).
Among representative wineries, Xige Estate is one of the most cited recent cases. Located in the Qingtongxia Pigeon Mountain sub-region, the estate manages over 2,000 hectares of vines, including 1,000 hectares of stock aged twenty-two years or more, with a designed annual capacity of ten million bottles — making it one of the largest producers in the region (source: Xige Estate official website). Changyu's Chateau Moser XV, which invested over 600 million yuan upon entry into the Ningxia market, was an early model of capital-backed expansion, leveraging Changyu's national retail reach to build regional awareness. Helan Red, Lilan, and other boutique producers represent a different register of ambition within the same geography.
Wine tourism has added a demand layer beyond pure product sales. In 2023, the East Foothill region received over two million tourist visits, expanding its identity from a pure agricultural processing zone toward a destination consumption model.
IV. Halal Food and Dairy: Two Supplementary Threads Often Missed
Two additional production clusters contribute to Ningxia's food manufacturing picture without receiving the attention they arguably deserve.
The first is halal food. The Hui Muslim population accounts for roughly one-third of Ningxia's total. Halal dietary culture underpins a deep local consumption base for halal beef and lamb processed meats, along with traditional baked goods such as sanzi (fried wheat strips). Ningxia's halal food processors primarily serve regional halal food-service channels and Islamic-market export trade. Junxingfang is one of the better-known names in this category, appearing in the 2024 Ningxia private enterprise top 100 ranking (source: Sina Finance, September 2024). This thread is low-profile by nature but constitutes the most culturally embedded segment of the regional food industry.
The second is dairy. Ningxia is recognized as one of China's premium raw milk producing regions; cattle inventory and annual fresh milk output place the region in the national upper tier. Xiajin Dairy, founded in 1992, is the oldest and largest local dairy enterprise, with an annual production capacity of approximately 460,000 tonnes and total assets of about 1.36 billion yuan. In 2022, Xiajin recorded revenue of approximately 1.87 billion yuan and net profit of approximately 155 million yuan (source: 21 Finance, September 2023). Industry analysts have pointed to Xiajin's positioning in the ambient liquid milk segment as a potential entry into China's top-three competition — an unusual level of national ambition for a western provincial dairy brand.
V. Supply Chain Logic: Why Ningxia's Food Manufacturing Is Necessarily Premium-Oriented
Ningxia's food manufacturing trajectory differs from eastern coastal or central plain provinces in one essential way: the region has almost no path to building large-scale manufacturing competitiveness through demographic surplus or logistical geography. What it does have is concentrated in two premium directions.
The upstream basis of wolfberry deep processing is a uniquely positioned geographical indication raw material — Zhongning wolfberries — and decades of accumulated processing expertise and traceability infrastructure. The upstream basis of Helan Mountain wine is an irreplaceable terroir and vine assets aged twenty or more years. Both tracks share a strong "origin trust" characteristic: consumers are willing to pay a premium for Ningxia wolfberries and Helan Mountain wines partly because the origin itself functions as a quality guarantee.
Supply chain coordination is expressed differently across the two tracks. In wolfberries, it appears in the progressive rise of the processing conversion rate — from dried fruit to raw juice to freeze-dried formats to functional extracts — each step redistributing value toward higher-margin forms. In wine, it is visible in the complete loop from vineyard to winery to bottled product to export or wine-tourism consumption, with national majors like Changyu and local boutique estates coexisting in a structure that spans full price and channel range.
Challenges remain substantial. Wolfberry deep-processing products still face significant hurdles in brand building, product standardization, and international market entry. The wine industry remains heavily dependent on government support and tourism-driven demand; organic market competition is still developing. The national expansion paths for halal food and dairy are neither simple nor guaranteed. But the directional alignment between Ningxia's resource endowment and the strategic orientation of its food industry is one of the cleaner examples of endowment-matched industrial logic among China's western regions.
