I. Limited Scale, but Two Real Global Anchors
Ningxia's pharmaceutical industry is small by national standards. According to the Ningxia Industry and Information Technology Department, the region's pharmaceutical output reached 6.5 billion yuan in 2023, down 17.7% year-on-year, with only 27 above-scale enterprises. Yet these aggregate figures obscure two companies that hold genuine weight in global supply chains.
Ningxia Qiyuan Pharmaceutical's tetracycline hydrochloride API ranks first globally by production scale, while its erythromycin thiocarbamate accounts for roughly one-third of global output. The company holds European COS certification, US FDA registration, and Indian and Japanese regulatory approvals, supplying customers across Europe, South America, Africa, and Southeast Asia. This position was not built overnight — Qiyuan's predecessor was the state-owned Ningxia Pharmaceutical Factory, and decades of antibiotic fermentation expertise underpin its current standing.
The second anchor is Ningxia Tairy Pharmaceutical, focused on veterinary APIs including tiamulin, tylosin, tilmicosin, and other large-volume veterinary antibiotics. More than 70% of its products are exported to over 80 countries, including Brazil, India, and Germany. Tairy has established itself as one of China's largest veterinary API export bases.
Both companies operate at the raw material end — one in human anti-infective antibiotics, one in industrial livestock applications — and both are primarily export-oriented. This forms the most substantive competitive foundation of Ningxia's pharmaceutical industry.
II. Geographic Clustering: Twin Poles in Yinchuan and Wuzhong
Pharmaceutical enterprises in Ningxia are concentrated in two cities. Yinchuan Economic and Technological Development Zone is the existing hub, hosting a mix of chemical APIs, traditional Chinese medicine (TCM) decoction pieces, and biological pharmaceuticals. The zone has stated ambitions to build a full-chain ecosystem spanning raw materials through R&D, production, and sales.
Wuzhong Taiyang Mountain Pharmaceutical Science and Technology Industrial Park is the region's most significant new growth vehicle, with a planned area of nearly 2,000 hectares organized into six functional zones: APIs and formulations, biopharmaceuticals, traditional Chinese medicines, logistics, pharmaceutical packaging, and environmental infrastructure. The plan targets 30 projects in production and 10 billion yuan in new industrial output by 2025 — though actual progress toward these targets remains to be verified.
Shizuishan Economic Development Zone is also attracting biological fermentation industrialization projects, which complement the fermentation-based API expertise of Qiyuan and Tairy.
III. The Second Track: Geo-Authentic TCM Materials Moving Toward Industrial Processing
Ningxia is a recognized production origin for wolfberry (gou qi), licorice (gan cao), silver thorowax (yin chai hu), and dodder seed (tu si zi). According to Ningxia agricultural authority data, the region's total TCM planting area reached 1.343 million mu in 2023, yielding 136,000 tonnes with primary-sector output value of 6.25 billion yuan. There are 32 TCM processing enterprises with annual processing capacity of around 10,000 tonnes.
The structural imbalance within this chain is stark: wolfberry processing accounts for 17.34 billion yuan of the 17.84 billion yuan in direct processing output, while other medicinal materials — licorice, astragalus, codonopsis, gentian — remain largely at the raw or simply-processed stage. Conversion into higher-value finished Chinese patent medicines is limited. Ningxia holds approval numbers for nearly 200 Chinese patent medicine products, with 47 listed in the National Essential Medicines catalogue, but these are spread across many small manufacturers without meaningful production scale.
Silver thorowax from Tongxin County represents a differentiated geo-authentic resource with regional brand recognition, though industrial utilization remains at an early stage. The premium medicinal herbs from the Liupan Mountain area (astragalus, codonopsis, scutellaria, bupleurum, gentian) are largely purchased by processors in other provinces, with local value-added processing capacity still underdeveloped.
IV. Structural Tensions
The Ningxia MIIT's 2024 industry bulletin stated plainly that the sector suffers from small scale, weak foundations, few leading enterprises, and insufficient market competitiveness. The 17.7% output decline in 2023 partly reflects the cyclical pricing pressure in bulk antibiotic APIs globally.
Three structural challenges stand out. First, price sensitivity in API exports: both Qiyuan and Tairy supply commodity-grade bulk APIs where international buyers hold strong bargaining power and pricing tracks global antibiotic demand cycles. Second, the value-conversion gap in TCM: Ningxia has planting-side resources but lacks flagship processing enterprises capable of transforming geo-authentic raw materials into standardized extracts or branded finished medicines. Third, limited R&D capacity: local universities and research institutes offer limited pharmaceutical development support, and most enterprises compete on process optimization of established compounds rather than new drug applications.
V. Research Perspective
Ningxia's real pharmaceutical competitiveness is concentrated in the fermentation-based antibiotic API segment. This advantage was co-shaped by historical industrial inheritance and local resource conditions (water availability, fermentation feedstocks). It is not easily replicated, but it also defines a sector that is cyclically pressured and structurally difficult to scale rapidly.
The TCM track holds longer-term potential, but the gap between having planting acreage and having industrial competitiveness requires investments in processing infrastructure and brand management that are not yet in place. The Yinchuan and Wuzhong park plans point in the right direction, but realization depends on specific project execution over years.
