Introduction

China and Japan have been neighbours for more than a thousand years. Chinese characters, the classical canon, Buddhism, the codes of law—for the greater part of that history, the current of civilization flowed mainly from west to east, and China was the centre to which others looked. Only in the middle of the nineteenth century, when an entirely new kind of power arrived from the sea, were the thousand-year hierarchy between these two neighbours, and the destiny of each, thrown into disorder and rearranged.

On 7 January 1841, off the mouth of the Pearl River, a British warship named the Nemesis steamed past the forts of the Bogue. It was unlike any vessel the Chinese had seen before: an iron hull, a shallow draught, a steam engine driving a paddle wheel on each side. It did not wait for the wind, and it did not watch the tide. That day, together with the British ships accompanying it, it destroyed several warships of the Qing navy. A year and a half later, on 29 August 1842, on the deck of the British warship Cornwallis, the Qing government signed the Treaty of Nanking: five ports—Guangzhou, Xiamen, Fuzhou, Ningbo, and Shanghai—were opened to trade, Hong Kong Island was ceded, an indemnity of twenty-one million silver dollars was imposed, and tariffs were henceforth to be fixed "by agreement" with Britain.

Twelve years later, on 8 July 1853, four ships appeared in the waters off Uraga, at the entrance to the Bay of Edo. They were led by Commodore Matthew Perry of the United States Navy. Two of them were steam-driven paddle warships trailing black smoke, and the Japanese would later call them the Black Ships. Perry carried a letter from the American president, demanding that Japan open its ports to trade, supply fuel, and treat shipwrecked sailors well. The following year Japan signed the Treaty of Kanagawa, opening Shimoda and Hakodate; four years after that came a commercial treaty that likewise surrendered control of tariffs.

Two fleets, thirteen years apart, sailed into two stretches of sea not far from each other. They were the same kind of ship—steam, steel, cannon—and they came with the same demand: open your ports and trade with us. For China and Japan, this was the same starting gun.

This was the first time industrial civilization came knocking in such a manner. It was not an object that could be examined at leisure and negotiated over slowly; it was a fleet with its guns already trained. From that moment, the two oldest neighbours in East Asia were pushed onto the same track, set to chase a goal that neither had yet seen clearly.

The hundred and eighty years that followed are the story of that race—but they are not only a race. The two countries were at times teacher and student, at times enemies, at times business partners; their industries shaped each other, wounded each other, and in the end meshed together so tightly that they could scarcely be pulled apart. Between them lies a war that neither can avoid, and a "Greater East Asia Co-Prosperity Sphere" that was assembled by force and then collapsed with a crash.

What this essay sets out to tell is the industrial history of China and Japan across these hundred and eighty years: how machines, railways, steel, household appliances, automobiles, and chips moved between the two countries—transferred, returned, flowed back—and how they bound the fate of the two nations ever more tightly together. But the question it ultimately seeks to answer is a larger one: what kind of whole ought East Asia, pushed onto the track by the same starting gun, to be?

The answer is left for the end of the essay. Here we offer only one sentence in advance: the East Asia that was pieced together by gunboats and conquest fell apart, and what truly reconnected it was something else.

I. Two Cannon Shots

The story must begin with those two cannon shots themselves.

In June 1839, the imperial commissioner Lin Zexu publicly destroyed more than twenty thousand chests of opium on the beach at Humen, in Guangdong. This was one government's firm response to a trade in narcotics. In London it was portrayed as an assault on British "property" and on "free trade"; and in the summer of 1840 a British expeditionary fleet arrived off the Chinese coast—sixteen warships, four armed steamers, and troop transports besides. So began the First Opium War, which lasted two years.

What caught the Qing forces off guard was less the number of British troops than the British ships. The Nemesis, mentioned above, was representative: an iron hull, steam power, a draught shallow enough to take it straight into the inland channels of the Pearl River and the Yangtze. It did not need the wind, and it could move against the current; wherever there was a fort, it could anchor and pour shells onto it at its leisure. The wooden sailing junks on which the Qing navy formed its line of battle had almost no means of striking back. The course of the war was therefore one-sided. In July 1842 the British advanced up the Yangtze and took Zhenjiang, in a single stroke severing the Grand Canal—the artery along which the empire shipped grain from the south to Beijing. With the artery cut, the Qing court had no fight left in it. A month later, the Treaty of Nanking was signed.

What is most often remembered about the treaty is the five treaty ports and the cession of Hong Kong. But for the history of industry, the truly far-reaching provision was a less conspicuous one: tariffs by agreement. From then on, China's import tariffs had to be settled in consultation with Britain, and were generally held at around five per cent—a "benefit" later shared among all the powers through the most-favoured-nation clause. This meant that even if China later wished to use tariffs to protect any newly sprouting domestic industry, it had, in law, already lost that most basic tool. What was forced open that day was not only five ports, but nearly all the room for manoeuvre in the country's future industrial policy. A country that cannot even set its own tariffs begins any conversation about industrialization already missing a leg.

Thirteen years later, it was Japan's turn. But Japan's situation differed from China's in 1840 in one subtle and crucial way: it had already seen how the story ended.

News of the Opium War had reached Edo in fairly complete form, by way of the Dutch trading post at Nagasaki and the ships that called there. In the reports the Dutch submitted to the shogunate each year, they recounted in detail how the Qing had been utterly defeated before Britain's steam fleet. The weight of this news fell heavily on Japan: China—the vast neighbour Japan had for centuries regarded as the centre of civilization, as its teacher—had proved so easily broken. The shogunate read this intelligence closely. So when Perry's Black Ships steamed into Uraga in 1853, the senior figures of the shogunate had already reached a grim conclusion: as for what would come of meeting a steam fleet with head-on resistance, the neighbour to the south had just given a bloody demonstration.

Perry, too, understood the leverage in his hand. On his first visit he merely delivered the letter and sailed away, promising to return the following year for an answer—and that year of "grace" was less a courtesy than time allowed for fear to ferment. When he returned in 1854, he brought more warships. With almost no resistance, Japan sat down at the negotiating table. The Treaty of Kanagawa opened Shimoda and Hakodate; the commercial treaty of 1858 added open ports for trade, tariffs by agreement, and extraterritoriality—terms much the same as those imposed on China. Two countries, by the same kind of power and under almost the same contract, were pushed into the same age.

The starting line was the same. But once the gun had fired, the first step the two countries took led in different directions.

In Japan, the Black Ships shattered not only the coastal defences but the legitimacy of shogunal rule. The very reason the shogun existed was "to guard the country on the emperor's behalf"; if it could not even hold the nation's gates, by what right did it go on commanding the realm? The slogan "revere the emperor, expel the barbarians" was quickly kindled, and soon turned into the movement to overthrow the shogunate. In 1868 the Tokugawa shogunate, which had lasted more than two hundred and sixty years, fell, and the Meiji emperor's restoration of imperial rule began. What Japan chose was to pull down the whole of the old house and rebuild it from the foundation up.

In China the shock was no less violent, but the regime that absorbed it held. In the 1850s and 1860s the Qing dynasty endured two trials of life and death almost at once: one was the Taiping Rebellion, which swept across half of China and lasted fourteen years; the other was the Second Opium War—in 1860 the Anglo-French forces fought their way into Beijing and burned the Old Summer Palace. Yet the Qing dynasty came through both catastrophes, in what history calls the Tongzhi Restoration. The regime held, and the old structure that sustained it was thereby preserved as well.

The Self-Strengthening Movement was launched from within that preserved old structure. Its drivers were Prince Gong at the centre and, in the provinces, Zeng Guofan, Li Hongzhang, and Zuo Zongtang—the cohort of powerful officials who had risen by suppressing the Taiping. They had seen for themselves the force of Western guns; some of those guns had been learned about on the very battlefields against the Taiping. In 1861 Zeng Guofan set up the Anqing Arsenal; in 1865 the larger Jiangnan Arsenal was founded in Shanghai. China's industrialization thus began, stumbling, from "making guns and cannon."

By 1868 both countries had in fact resolved to learn from the West. The difference lay in how they learned. Japan would rebuild the whole house; China would add a Western wing to an old mansion whose foundation no one was permitted to touch.

This difference was precisely foretold by a sentence the Chinese themselves had written. In 1842, in the very year the Treaty of Nanking was signed, the thinker Wei Yuan, commissioned by Lin Zexu, compiled the Illustrated Treatise on the Maritime Kingdoms, advancing the maxim "learn the superior techniques of the foreigners in order to master them." That sentence later became the slogan of the entire Self-Strengthening Movement. What is telling is that this book, written by a Chinese, drew a tepid response and few printings at home, yet crossed the sea to Japan, where it was reprinted again and again and passed eagerly from hand to hand, becoming an important text through which the activists of the late shogunate came to understand the world. The same idea lay on two different desks: behind one sat a country about to remake itself from head to foot; behind the other sat a country that meant to change only half of itself, while carefully guarding the other half.

The race had only just begun, and the seeds of its outcome were already sown.

II. The Divergence

The years from 1868 to 1894 are the twenty-six years in which the gap between the two countries on this track widened fast. "The divergence" refers to precisely these twenty-six years.

The Meiji government, from the outset, did something of deep significance. Late in 1871 the new regime sent a large mission abroad to Europe and America—known to history as the Iwakura Mission. Led by the Minister of the Right, Iwakura Tomomi, its members included Ōkubo Toshimichi, Kido Takayoshi, and Itō Hirobumi—the core figures who would later run the affairs of state. They were away from Japan for nearly two years, visiting twelve countries, including the United States, Britain, France, Germany, and Russia, and more than a hundred cities, going into the factories, mines, parliaments, and schools to see for themselves. They had set out intending to revise the unequal treaties; the revision failed, but they brought back something far more important than treaty revision—an understanding of the "modern state" as a whole machine. That a country sent its entire future leadership abroad to spend two years as students says, in itself, how great its determination to learn was.

After their return, the industrialization this group pushed forward had a resounding slogan—"encourage industry" (shokusan kōgyō). The method was this: the state went in first, built a set of "model factories," brought in the latest Western technology, absorbed it and got it running, and then sold the factories to private merchants to operate. The Tomioka Silk Mill, completed in 1872, is typical: it was Japan's first modern mechanized silk-reeling mill, equipped with a full set of imported French machinery—three hundred of the most advanced reeling machines of the day—and staffed with the French engineer Paul Brunat and a group of French women workers, who trained Japanese women hands-on. Raw silk was then Japan's most important export earner of foreign exchange, and Tomioka turned that business into an industrial template that could be reproduced. A few years later such state-run factories were sold off, one by one, to merchant houses like Mitsui and Mitsubishi—and so the embryo of Japan's financial conglomerates took shape.

Also in 1872, Japan's first railway opened, running from Shimbashi to Yokohama, about twenty-nine kilometres, built with the help of British engineers. From then on the railway mileage climbed steadily, exceeding three thousand kilometres by 1892. The modern ironworks at Kamaishi was lit in 1880; the coal mines at Miike expanded all the while—their exports rising from a mere four hundred and nine tonnes in 1877 to more than two hundred and seventeen thousand tonnes in 1888. The Osaka Spinning Mill, which began production in 1883, opened with ten thousand five hundred spindles and within three years had expanded to more than thirty thousand; the cotton-yarn output of a single mill accounted for nearly half the national total. A complete modern industrial system—textiles, steel, coal, railways, shipbuilding—was assembled over little more than twenty years.

Two things underpinned all of this.

One was people. The Meiji government hired foreign experts on a large scale—in Japanese, the hired foreign experts. In all, those employed numbered about three thousand. The peak was 1874: there were five hundred and twenty foreign advisers in government service, and their total salaries amounted to 33.7 per cent of that year's national budget—a third of the treasury, spent to buy foreign minds. But the money was spent with a plan: the British handled engineering, railways, and the navy; the Germans handled medicine, law, and the army; the French handled law and craftsmanship; the Americans handled agriculture and education. The Japanese learned each move at their side, and once they had learned it they let the foreigners go home with their pay and their dignity intact. By the end of the 1890s, as the Japanese themselves became able to take over, this body of advisers shrank rapidly; financial advisers reached zero in 1893. Technology and management were carried, bit by bit, into the heads of the Japanese themselves—it cost money, but it was bought outright, and it left no lasting dependence.

The other thing was money. In 1873 the Meiji government carried out the land-tax reform, converting the land tax—long paid in kind—into currency, levied uniformly on the assessed value of land. After the reform, the land tax at one point made up about eighty per cent of national revenue. This meant that the Meiji government was a central government able to grip the whole country's agricultural surplus firmly in hand and direct it, in concentrated form, into industry and armament. It had the will, and it also had the money; Japan had both.

Turn now to China. The Self-Strengthening Movement was not without achievements; taken on its own, its record is in fact quite considerable. The Jiangnan Arsenal of 1865 was the largest enterprise of the movement, with the highest budget, employing as many as three thousand workers; from 1865 to 1904 it launched twenty-five ships in all, and it also manufactured guns, cannon, and ammunition. The Fuzhou Navy Yard of 1866 brought in the French naval officer Prosper Giquel as director-general, contracted to build sixteen vessels, and by the end of 1873 had completed fifteen modern steamships—among them the Wannianqing, China's first domestically built thousand-tonne steamer; the yard also ran an attached school that trained China's first generation of marine engineers, navigators, and shipbuilders. The Kaiping Mines, opened in 1877, built a railway from Tangshan to Xugezhuang in 1881 to haul coal—nine point seven kilometres long, the starting point of railways run by China itself.

But set these achievements beside Japan's, and the fundamental difference between the two becomes plain—and with it, exactly where the divergence diverged.

The first difference was the system. Japan's industrialization was planned uniformly by the central government, the whole country a single board of play; China's Self-Strengthening enterprises belonged to individual provincial magnates—Li Hongzhang, Zhang Zhidong, Zuo Zongtang—each set up by one man within his own jurisdiction, with whatever money he could raise. A shipyard, an ironworks, a coal mine: each was its own fiefdom, and they were often unconnected to one another, sometimes even checking one another in contests over funds and authority. It was more a heap of scattered parts than a meshed machine.

The second difference was finance. Japan's central government could draw on eighty per cent of the nation's land tax; the central revenue of the Qing, by contrast, long stood at less than three per cent of national output. A central government that cannot collect money, however much it may wish to do great things, lacks the means to concentrate resources and invest over the long term as the Meiji government did. Most of the Self-Strengthening enterprises were chronically short of funds—this was not the incompetence of any one man, but a congenital weakness of the entire fiscal structure.

The third difference, and the deepest, was the cast of mind. The guiding thought of the Self-Strengthening Movement was later summed up by Zhang Zhidong in a single phrase: "Chinese learning as the foundation, Western learning for use." Western technology was merely an object to be "used"; China's political institutions, its social structure, and the system of talent and values centred on the civil-service examinations—these were the unshakeable "foundation." So China brought in machines, steamships, the telegraph, and mines, while carefully refraining from touching the examinations, the official hierarchy, or the basic structure that sustained the old empire. Japan did exactly the opposite: in 1889 it promulgated a constitution, opened a parliament, abolished the domains and established prefectures, and built a unified national system of conscription—it replaced the "foundation" as well. In 1885 the thinker Fukuzawa Yukichi published "On Leaving Asia," arguing outright that Japan need wait no longer for China and Korea to advance alongside it, but should "leave Asia, join the West" and place itself squarely in the ranks of the "civilized nations." On one side, an unhesitating replanting from the roots up; on the other, a hesitant patching and mending, step by step.

There was a fourth difference too, hidden inside the earlier story of the hired foreign experts. Japan brought foreign experts in, learned the craft, and then sent them away; the technology stayed, and so did the ownership of the factories and the sovereignty of the nation. In China, by contrast, a growing number of modern factories were opened by foreigners themselves—exploiting the conveniences of the treaty ports and China's cheap labour, they set their factories directly on Chinese soil and made the money for themselves. On one side, borrowing another's hand to train one's own skill; on the other, another borrowing your land and your people to run his own factory. The former was learning; the latter, in time, became extraction.

After twenty-six years, the result of the divergence could already be measured in numbers. By the early 1890s Japan had three thousand kilometres of railway, a systematic cotton-textile industry, modern ironworks and shipyards, and a large merchant fleet that could be turned to military use at any time. China, on its side, had perhaps four or five hundred kilometres of railway in all, concentrated in one corner of the north; its most presentable plant, the Hanyang Ironworks, would not be completed until 1894, and because the local iron ore was too high in phosphorus and the steelmaking process ill-suited to it, it had to import coke from across the sea, and ran at a loss from the day it opened; the self-strengthening enterprises of the various provinces remained so many islands, each unconnected to the rest.

In that era, an industrial gap that could be measured in numbers translated very directly into a military gap that could be measured in numbers. In 1894, the two countries decided to take that gap out to sea and put it to the test.

III. The Price of Industry

The naval test of 1894 ended in carnage.

The decisive engagement of the First Sino-Japanese War was the Battle of the Yalu River, fought that September. The Beiyang Fleet, once hailed as the foremost in Asia, lost five of its capital ships in that battle; the Japanese Combined Fleet lost none. The scales had in truth already tilted before the first shot was fired. Japan's warships were newer, faster, and carried far more quick-firing guns; the Beiyang Fleet had added almost no new vessels since it was first commissioned in 1888, and a considerable portion of the naval funds that should have gone toward modern equipment had been diverted to refurbish the Summer Palace. The decay of a fleet is never the fleet's affair alone—behind it lies the way an entire state allocates its resources and orders its priorities. In April 1895, the Treaty of Shimonoseki was signed.

The treaty's significance for industrial history is hidden almost entirely in the figures of the indemnity. China was to pay Japan 200 million taels of silver; on top of that, because Russia, Germany, and France intervened, Japan "returned" to China the Liaodong Peninsula it had already seized, in exchange for a further 30 million taels as the indemnity for the return of the Liaodong Peninsula. The two sums together came to roughly 360 million yen.

What did that amount represent? It was equal to about 3.8 times Japan's entire ordinary annual revenue, and to roughly one-third of the country's gross national product. In other words, a single treaty injected into Japan's treasury, out of thin air, a sum equal to a third of the nation's annual output. For China, paying it off meant that the Qing government had to borrow heavily from Western banks, shouldering a crushing burden of debt and tightening its finances still further. One indemnity, at the same moment, loosened the bonds of one country and clamped a yoke on the other.

So where, in Japan, did this money that flowed out of China go? Its destinations read almost like a roadmap for the takeoff of Japanese heavy industry.

By far the largest share—more than 300 million yen—went into expanding the army and navy, launching Japan into a sweeping program of armament. Part of that money was put to a far-reaching use by Finance Minister Matsukata Masayoshi: he insisted that the Qing government pay in pounds sterling rather than silver, so that the indemnity was first deposited with the Bank of England in London and there converted into gold. In 1897, using that gold as its reserve, Japan formally adopted the gold standard. From then on Japan was a country with a hard currency, able to raise funds on London's international financial markets at a far lower cost than before. Capital is precisely what a latecomer to industrialization lacks most, and the indemnity from the war had, in a single stroke, solved Japan's problem of credit.

Another portion of the indemnity flowed into a steel mill.

In 1896 the Imperial Diet passed a bill authorizing the government to fund the construction of a large steelworks. This was the Yawata Steel Works. It was sited in northern Kyushu, where coal and iron ore could be moved with ease; its equipment and technology were brought in from Germany; and it was blown in for production in February 1901, Japan's first modern, fully integrated steelworks running from ironmaking through to steelmaking. The careful way to put the matter of its financing is this: the war indemnity was one of its important sources—indeed, the explanatory text Japan submitted when nominating the works for World Heritage status states outright that Yawata was built by "the central government drawing on the indemnity extracted from China." Cast into the foundations of a steel mill were the proceeds of a war against China.

That sentence is worth pausing over. Steel is the staple food of all heavy industry—warships need steel, railways need steel, factory buildings and machinery all need steel. After Yawata went into production its output climbed steadily, and by 1913 this single works supplied roughly 85 percent of all of Japan's steel. That Japan could later build great battleships, lay railways, and become the only industrial power in East Asia in the first half of the twentieth century all traced, at root, back to this works—and the starting point of this works traced back to that treaty of 1895. The money China paid for its own defeat became the steel that built its adversary, and that steel became, in turn, strength the adversary would one day use against China itself. This is the coldest layer of meaning in the title "the price of industry." Remember the name of the Yawata Steel Works; later in this essay, we shall meet it again.

The indemnity was only one thread. From the First Sino-Japanese War into the 1920s, Japanese industry began, systematically and through institutional means, to draw nourishment out of all of East Asia.

In 1895, the Treaty of Shimonoseki ceded China's Taiwan to Japan. Taiwan has been Chinese territory since ancient times—only ten years before that treaty was signed, the Qing government had formally constituted Taiwan as a province. Yet a single unequal treaty tore that province away from China by force, reducing it to a Japanese colony for half a century, until the victory in the War of Resistance against Japan in 1945, when Taiwan returned to China. Through the fifty years it was occupied, Taiwan was disposed of by its colonizers according to the formula "industrial Japan, agricultural Taiwan": its fertile land was turned over on a large scale to sugarcane and rice, and the sugar and rice the island produced were carried off in an unbroken stream to Japan. This was one more wound Japan inflicted upon China.

Japan's appetite did not stop there. In 1910 it annexed Korea, turning that neighbouring country, too, into a colony and a source of raw materials—Korean rice was used to make up the food shortfall in the Japanese home islands, while Korea's coal, iron, and hydropower were used to develop the heavy and chemical industries that served Japan's military needs. In Japan's imperial design, every land it invaded and colonized was there not to be developed but to be "slotted in": each was forced into a fixed, low-end position within the Japanese industrial system.

And the largest single machine within this apparatus of extraction was the South Manchuria Railway Company—the SMR—founded in 1906.

The SMR carried "railway" in its name and was capitalized at 200 million yen; but it was far more than a railway company. It was more like a vast industrial and colonial institution, framed on the railway and rooted in the soil of China's Northeast. Under the SMR were the great coal mines of Fushun, the Anshan ironworks that would later grow into a steel base, ports such as Dalian, and power plants, chemical works, and glass factories. It even maintained a vast Research Department—an organization that continually gathered intelligence, planned industries, and studied Chinese society in the service of Japanese expansion in the Northeast, on a scale and with a reach so great that later scholars would call the SMR "the East India Company of the East." Under the SMR's management, output at the Fushun mines rose from about 1.5 million tons in 1912 to nearly 7 million tons by 1927. The coal, iron, and soybeans of the Northeast were carried in an unbroken stream along the SMR's railways to the wharves of Dalian, loaded onto ships, carried back to Japan, and fed into Japanese factories. The rich resources of China's Northeast were, by way of a "railway company," plumbed into the industrial bloodstream of another country.

What, then, was China's own industry doing across these three decades and more?

It was growing, with difficulty, in the cracks—and now and then it stumbled into a rare stretch of good fortune. When the First World War broke out in 1914, the European powers were consumed by their own slaughter and withdrew for a time from the Asian market, and Chinese national industry was granted a breathing space that later generations would call its "golden age": between 1912 and 1920 China's industrial sector grew at an annual average of about 13.8 percent, light industries such as cotton spinning, flour milling, matches, and cigarettes sprang up, and the number of cotton spindles rose from about 480,000 in 1913 to more than 1.2 million by 1921. A number of national entrepreneurs who would later become famous got their start in precisely these years.

But this good stretch was both brief and fragile. The moment the war ended, the powers came back—and the nearest of them, the one that came back most fiercely, was Japan. China's largest heavy-industrial enterprise at the time, the Hanyeping Coal and Iron Company, had already, as early as 1913, fallen into the hands of Japanese creditors because of long-term borrowing from Japan it could not repay, losing the capacity to operate independently; its iron ore was supplied, over the long term and at low prices, to the Yawata Steel Works. In cotton spinning, Japanese capital poured in: by 1922 Shanghai alone had twenty-four Japanese spinning mills; between 1914 and 1930 the spindle count of Japanese-owned mills in China increased sixfold, growing far faster than that of Chinese-owned mills. It was not that China's national industry failed to grow—it was that it grew, throughout, in an environment deeply penetrated by foreign capital, and Japanese capital above all, and pressed down upon at close range. Every inch it gained, it had first to push aside the weight pressing on its head.

The most representative case was that of the Rong brothers of Wuxi—Rong Zongjing and Rong Desheng. They began with a single flour mill, then went on to establish spinning mills one after another, and by the 1920s their flour and cotton-yarn output both ranked among the highest in the country, earning them the contemporary titles of "the flour king" and "the cotton-yarn king." The careers of the Rong brothers are the best portrait of that generation of Chinese industrialists: they grew, strenuously, through the brief window the First World War had opened; but once the window closed, the pressure came back down—the foreign-owned mills were right next door, and on price, technology, and capital, every contest was a head-on collision. A "golden age" for a nation's industry that lasted only long enough to let a single generation of entrepreneurs get started—and nowhere near long enough to let them find their feet.

If one treats the industries of China and Japan in this period each as a system, the difference becomes clearer still. On the Japanese side, a closed loop had already formed, one capable of self-circulation and self-reinforcement: the resources of the indemnity and the colonies fed and grew heavy industries such as Yawata; heavy industry produced steel; steel produced warships, railways, and still more factories; and greater industrial and military strength could in turn seize more indemnities, more colonies, more resources. Each completed turn of the cycle made the system stronger. On the Chinese side, industry was more like a vessel leaking from every seam: it had, with great effort, stored up a little vitality during the war, and the moment the war ended most of it was washed away by the surging return of foreign capital; its largest heavy-industrial enterprise was mortgaged to foreign creditors, and a considerable share of the cotton-spinning market was held by foreign-owned mills. One was running a virtuous cycle; the other was being continuously bled. This is the fundamental reason that the gap of 1894, far from narrowing over the next three decades and more, was instead magnified turn by turn.

Adding up the account of this chapter reveals a pattern that is hard to look at. From the First Sino-Japanese War to the eve of the Mukden Incident, East Asia was indeed being integrated into a single industrial system—China's war indemnity became Japan's steel; seized Taiwan and the Northeast hollowed out by the South Manchuria Railway became sources of raw material for Japan's factories; China's vast market became an outlet for Japanese goods; and colonized Korea was bled in the same way. This was an integration, a real and tight economic integration. But its core was one-directional extraction: all the nourishment flowed in a single direction; all the benefits accumulated at the same end of the track.

An integration of this kind is one that the country at the extracted end can never accept willingly; and as for the country at the extracting end, once it has tasted the rewards, its appetite only grows. When extraction by indemnity, by railway, by creditor's claim came to seem not direct enough, not thorough enough, it would go in search of the most direct and most thorough form of possession—to swallow the whole of China's Northeast, together with the coal and iron beneath its ground and the factories upon it.

IV. The False "Co-Prosperity"

Late on the night of September 18, 1931, beside a stretch of the South Manchuria Railway track at Liutiaohu, in the outskirts of Shenyang, an explosion rang out.

The charge was small—small enough that a train passed through as usual a few minutes later, the rails barely damaged. But the Japanese Kwantung Army immediately used "Chinese troops sabotaging the railway" as a pretext and, that same night, launched an attack on the Chinese garrison in Shenyang. This was the Mukden Incident. A stretch of track blown open by Japan's own forces, then promptly run over by a train, became the opening line in the annexation of all of China's Northeast.

Over the months that followed, the Kwantung Army occupied the whole of the Northeast. In early 1932, Japan installed Puyi, the abdicated last emperor of the Qing, and cobbled together in the Northeast a regime called "Manchukuo," while keeping real power firmly in its own hands through the Kwantung Army. The League of Nations refused to recognize the regime; in October 1932 a commission of inquiry sent by the League issued its report, finding plainly that what Japan had done in the Northeast was aggression, and not the "self-defense" it claimed. Japan's response was to withdraw from the League the following year.

The fourteen years that followed are the darkest passage in the history of Sino-Japanese relations, and in this industrial history as well. It needs to be told accurately, but it does not need to be heightened—because the facts themselves are heavy enough.

Begin with that phrase so often repeated: the Greater East Asia Co-Prosperity Sphere.

The full formulation "Greater East Asia Co-Prosperity Sphere" was not used publicly and officially until 1940, by the Japanese foreign minister of the day, after which it was vigorously promoted by the state. Its official rationale was the building of a great circle, led by Japan, in which the nations of Asia would enjoy "economic self-sufficiency, mutual aid, and common prosperity"; the slogans were attractively phrased—"Asia for the Asians," and the "liberation" of Asia from the hands of its Western colonizers.

But the true weight of this rhetoric is seen most clearly in the internal documents of Japan's ruling clique itself. A Japanese army document of 1942 divided the various peoples within "Greater East Asia" explicitly into "the leading race," "friendly peoples," and "guided peoples"—with "the Yamato race," as a matter of course, sitting at the top of the hierarchy. In the end it was not a circle of equals; it was a pyramid, and Japan meant to sit at its apex.

The verdict of historical scholarship on it is not equivocal. The American historian John Dower, a scholar of the Pacific War, has pointed out that Japan, while condemning the Western colonial empires, used "co-prosperity" as packaging, mythologized its own racial superiority, and imposed on the occupied territories naked political control and the plunder of resources—that what it sought to build was, in essence, the very same thing as the Western colonial order it ceaselessly proclaimed it would "drive out." Other studies note that the conception of the "co-prosperity sphere" grew out of a design by a group of Japanese technocrats for a "planned-economy empire," and that this design, from the outset, was in the service of military and industrial expansion. The summary in one authoritative reference work is blunt: most scholars hold that the concept was, at best, impractical, and at worst simply a signboard meant to cover the aggressive nature of Japanese imperialism.

This is why this chapter's title sets the word "false" outside the words "co-prosperity": "co-prosperity" was the signboard the system hung out for itself; "false" is the verdict it has earned. It was a so-called "East Asian order" forcibly assembled by armed force, wrapped on the outside in a fine package labeled "common prosperity."

So if one strips away that package, what exactly was assembled inside it by force?

A heavy-industrial base, real and of considerable scale. This must be acknowledged honestly—not to make amends of any kind for that history, but, on the contrary, because only by acknowledging its reality can one understand the story told in the second half of this essay, and only then can the full weight of this history be measured.

At the core of the base was steel. Anshan already had an ironworks the SMR had established in 1918; in 1933 it was reorganized and greatly expanded, and given the name "the Shōwa Steel Works." Its capacity expanded steadily thereafter: by 1942 the Shōwa Steel Works had a total capacity of about 3.6 million tons, making it one of the principal steel centers in the world at the time; in 1943 it produced about 1.7 million tons of iron and about 1.3 million tons of steel. By 1944, the pig-iron output of Anshan alone accounted for roughly 15 percent of that of Japan's entire imperial territory, the home islands included.

Steel devours coal and iron ore. The coal and iron of Benxihu and the coal of Fushun were the sustenance of this steel base. The Fushun mines were among the largest open-pit coal mines in the world at the time, with underground reserves measured in the hundreds of millions of tons; alongside the mining district was a plant that used coal to extract shale oil—in an era when petroleum was almost entirely dependent on imports, this "synthetic oil" held a special strategic significance for resource-poor Japan, and in 1941 its output of oil was about one million tons.

The unified management and coordination of this whole complex of factories and mines was the work of a company called the Manchurian Industrial Development Company, founded in 1937, headed by the founder of the Nissan financial combine, with Nissan and the "Manchukuo" government each holding half the shares. Steel, coal, chemicals, electricity, automobiles, aircraft—the heavy industry of the Northeast was integrated into this single vast concern. Electricity kept pace: at the Sup'ung hydroelectric dam on the Yalu River, six generating units came on line in succession from 1941, with a total installed capacity of 630,000 kilowatts; when completed it was the largest dam in Asia, and the Fengman dam on the Songhua River was built in the same period.

By the mid-1940s, virtually all of the modern heavy industry of any scale within China was concentrated in this one corner, the Northeast. A single comparison is enough to show how stark the disparity had become: in 1943, the total steel output for the whole year across the vast Chinese heartland south of the Great Wall came to only about 10,000 tons, less than a tenth of the 1931 level. On one side, the steel output of the Northeast alone routinely ran into the millions of tons; on the other, all of China proper inside the Wall produced less than 10,000. The industrial center of gravity of an entire country had been pinned, by war and occupation, into this one corner of the Northeast.

For Japan, this industrial system carried a further, special significance: it was a testing ground. A group of Japanese technocrats treated the whole of China's Northeast as a blank sheet of paper to be marked at will, and used it to experiment with a "controlled economy" in which a powerful state led and uniformly allocated resources and production. They planned factories and mines, they planned railways, and they planned cities too—Changchun was remade into "Hsinking," with broad streets and rows of government buildings raised to the blueprint. Serving this industry was a railway network unusually dense for East Asia at the time; the SMR even ran a streamlined express train named the "Asia Express" between Dalian and Hsinking, one of the fastest and most modern trains in the Asia of that day. Judged on capacity, railways, and cities—on the hardware alone—the system was indeed considerable; and it was precisely because it was considerable that it was all the more deceptive.

If one looks only at the string of capacity figures above, it seems to be a "successful" piece of industrial construction. This is exactly where this passage of history is most deceptive. So one must press the question: beneath this string of figures, what was bedded down?

What was bedded down was forced labour. In 1937, Japan and the puppet Manchukuo authorities issued decrees authorizing the large-scale conscription of forced labourers. According to the joint research of a number of Chinese and foreign historians, more than ten million Chinese civilians were, in succession, conscripted into forced labour in Manchukuo. They were driven to the most dangerous and most grueling posts in the mines and on the construction sites; they were short of clothing and food, with no adequate clothing against the winter cold; the mining districts were ringed with barbed wire and watched by armed guards, and the labourers were not permitted to leave at will; records of overseers beating workers with pick handles remain in the files. At the Anshan plant of the Shōwa Steel Works alone, by early 1942 there were already more than four thousand Chinese prisoners in forced labour.

On April 26, 1942, an explosion of gas and coal dust tore through the Benxihu coal mine, killing 1,549 people, of whom 1,518 were Chinese miners—it remains the deadliest mining disaster on record anywhere in the world. The death toll Japan first announced to the outside was thirty-four.

One thousand five hundred and forty-nine, and thirty-four. Set side by side, this pair of numbers tells the truth beneath the words "co-prosperity" better than any adjective could. In the ledgers of this system, the lives of Chinese miners were not entered; what could appear in the press was only those thirty-four who could not be left unreported. The "co-prosperity," from the very first day, was singular—one people prospered, and others paid in blood and in lives. And this was still only a matter of one corner of the Northeast, of one front line of industry. From 1937 Japan launched a full-scale war of aggression against China, and the casualties and atrocities borne across the land of China were on a scale far beyond what a single industrial history can carry; here we can only follow, with restraint, the one thread of factories, mines, and railways.

Now a judgment can be reached for this chapter. In the Northeast, Japan did build factories, lay railways, and pour in productive capacity; in the purely "constructive" sense, it was even "efficient." But it did not, and could not, build an order. For this system was kept running, from beginning to end, by occupation and coercion—by the bayonets of the Kwantung Army, by the barbed wire of the mining districts. Not one component within it had been fitted on of the local people's own will. A system that must rely at every moment on external violence to be maintained has a stability equal to the strength of the hand that holds it down; the moment the hand lets go, it falls apart at once.

In August 1945, that hand let go.

Japan was defeated. And the situation in the Northeast was far more chaotic and far heavier than the word "liberation" suggests. This vast industrial base saw a great deal of its equipment dismantled, damaged, and lost amid the turmoil at the close of the war and in its immediate aftermath. Hard on the heels of this, the gunfire of the civil war between the Nationalists and the Communists rolled back and forth across the same land. By 1949, Anshan—the former site of the Shōwa Steel Works—had seen its population fall sharply, and its steel production had almost entirely come to a halt.

This was the ending of that false "co-prosperity." It had built factories, but it could not build an order; it had drawn a "sphere" on the map, and that sphere, at the moment its creator was defeated, came apart almost at once amid the fires and turmoil of war. Armed force can cast steel, can lay rails, can drive ten million people to mine coal and smelt iron, but the one thing it cannot build is an order that can stand on its own, that can be maintained without bayonets. This is the first and the hardest lesson that this painful history leaves to the main line of this essay.

And yet the story takes, here, a heavy and subtle turn. The steel and concrete of those factories and mines did not vanish into smoke along with the empire. The blast furnaces of Anshan were still there, the coal seams of Fushun were still there, the railway beds were still there. The order that had built them had collapsed, but they themselves remained on the soil of China's Northeast—and in the next era they would become the industrial starting point of an entirely new country. How an inheritance of such immensely heavy provenance was to be taken up is the opening of the next chapter.

V. The Blank Years, and the Thaw

In 1949 the People's Republic of China was founded. A large share of the industrial assets it inherited from the previous era lay in the Northeast.

It was an inheritance with an extraordinarily heavy provenance. The steel of Anshan, the coal of Fushun, the dense rail network that crisscrossed the Northeast — all of it had been built during the years of Japanese occupation through plundered resources and forced labour, and all of it, amid the turmoil at the close of the war and the civil war that followed, had been reduced to ruins. But what lay in ruins was only the equipment; the skeleton remained. The foundations of the workshops, the tunnels of the mines, the roadbeds of the railways — the things hardest to rebuild — were still there. The young republic reassembled that skeleton. In July 1949 Anshan Iron & Steel resumed production. In the first years of the republic, Angang alone supplied roughly half of the country's steel output; it was, without exaggeration, the eldest son of steel for a nation that had everything still to rebuild. By the time of the First Five-Year Plan, this industrial base in the Northeast had become the single most important site for the 156 key Soviet-aided projects — and much of the Soviet equipment, and many of the Soviet experts, were installed and settled upon the very foundations the Japanese had once laid.

History turned a grim circle here. The industrial base that Japan had poured into the Northeast for the sake of invasion and extraction became, in the end, the cradle of heavy industry for its adversary — an independent and self-determining new China. This confirmed once again the line that closed the previous chapter: a factory can be inherited, but the order that built it cannot. The order died with the empire; the factory lived on, changed hands, and began to run for an entirely different purpose.

Between the two countries, however, on either side of the border, there now lay a blank that would last more than two decades.

After 1949 the world was cut by the Cold War into two camps. China stood on one side, Japan on the other, with a Korean War in between. The two countries had no diplomatic relations, no direct shipping, no normal trade. For Chinese who had just emerged from fourteen years of war, the word "Japan" called up, first of all, the smoke of remembered battle; for Japan, the new China just across a strip of water was a neighbour shut out by the hard partition of the Cold War's blocs. This blank lasted a full twenty-seven years.

And yet a blank is not the same as a complete severance. The most intriguing fact about this stretch of history is precisely this: even in the years with no diplomatic ties, no treaties, a political relationship frozen solid, the industries of the two countries still, across that wall, stubbornly reached toward each other.

The means was private trade. In 1962 China and Japan signed a long-term comprehensive trade memorandum; the Chinese signatory was Liao Chengzhi, the Japanese signatory the businessman Tatsunosuke Takasaki, a former Minister of International Trade and Industry. People took the first letters of the two surnames and called this commerce "LT Trade." The principle it rested on was called the separation of politics from economics — if the political ice would not melt for now, then let the living water of the economy begin to flow. Under the memorandum, Japanese firms could export complete sets of industrial equipment to China on favourable terms such as deferred payment; China, in turn, exported raw materials and farm produce to Japan. After this semi-official channel opened, China's trade dependence on Japan rose from about 3 percent in 1962 to nearly 13 percent in 1965. After 1968 the arrangement shifted to annually negotiated terms and carried on for several more years, until the two countries formally established diplomatic relations.

Set against the trade volumes the two countries would later run — routinely in the hundreds of billions of dollars — the scale of LT Trade was so small as to be almost negligible. But its significance never lay in scale. It lay in what it quietly proved: that however far official relations had frozen, so long as two economies genuinely needed each other — one with equipment and technology but in need of a market, the other with a market and raw materials but in need of equipment — people who do business will always find a way to chisel a crack in the ice. Not much cargo passed through that crack. What truly passed through, and was quietly noted, was a principle that the following decades would confirm again and again.

The ice cracked in earnest in 1972. In February of that year U.S. President Nixon visited China and the international order loosened; in September the Japanese prime minister, Kakuei Tanaka, came to Beijing. On 29 September the Joint Communiqué between China and Japan was signed, and the two countries formally established diplomatic relations. After twenty-seven years, the blank that had lain between the two industrial economies was at last about to be filled.

And the first stroke filling that blank would be a steelworks — once again, steel.

VI. Baosteel: A Different Kind of Beginning

In October 1978 Deng Xiaoping visited Japan. It was the first official visit to Japan by a Chinese leader since the founding of the People's Republic; the nominal occasion was the exchange of the instruments of ratification for the Treaty of Peace and Friendship between China and Japan. But what shaped the decades that followed for China was not the text of that treaty — it was several things Deng saw with his own eyes on the trip.

He rode the Shinkansen, travelling west from Tokyo. The train ran at more than two hundred kilometres an hour — at the time the only high-speed railway in commercial operation anywhere in the world. A reporter asked how the ride felt, and he gave an answer that would be quoted again and again, to the effect that it felt as though someone were pushing them from behind to run faster — and that this was exactly the kind of running China now needed.

That remark is worth setting side by side with the image at the opening of this essay. More than a century earlier, what had "pushed" China and Japan onto the industrial track were gunboats — a violence bearing down from behind, from the sea, leaving those who were pushed no choice. In 1978, what gave Deng the sensation of being "pushed to run" was a high-speed train, something he had bought a ticket to board of his own accord and sincerely hoped China too might one day possess. The same word, "pushed" — but the source and nature of the force had changed completely: once it was a gun barrel against the back; now it was a man hurrying forward of his own free will.

He also visited factories. At Nippon Steel's Kimitsu steelworks he saw what a world-class modern steelworks looked like, and by one account he expressed a wish on the spot: to build a plant like this in China too. At a Nissan automobile plant he noticed that each worker, on average, could assemble more than ninety cars a year — an efficiency the Chinese auto industry of the time could scarcely imagine. At a Panasonic factory he picked up, with his own hand, a piece of food heated in a microwave oven and tasted it, and made an earnest request of the company's aged founder, Konosuke Matsushita: that Panasonic help China achieve modernization.

After Deng returned home, the steelworks he had seen at Kimitsu became a real, vast undertaking.

In March 1978 the State Council approved the construction of a large modern steelworks in Shanghai's Baoshan — the Baoshan Iron & Steel Works, Baosteel for short. The site was chosen at Yuepu, in Baoshan; the appeal was the comprehensive supporting capacity that Shanghai, as a major Chinese industrial centre, could provide. Baosteel's design was, in effect, Nippon Steel's Kimitsu steelworks transplanted whole. The Chinese side wrote to Nippon Steel with a formal request for technical cooperation; Nippon Steel's chairman, Yoshihiro Inayama, responded warmly and pressed the matter himself. After several rounds of negotiation between China and Japan, the two sides signed a base contract in December 1978. On the 23rd of that month Baosteel drove its first steel pile into the tidal flats at the mouth of the Yangtze — the day after the close of the Third Plenum of the Eleventh Central Committee. The overall course of Reform and Opening had just been set in Beijing, and its first super-large industrial project broke ground in Shanghai the very next day. That closeness in time was itself like a metaphor.

A brief account of one company's lineage must be inserted here, because it ties together, in a single knot, several threads of this essay that lie decades apart.

Nippon Steel, which supplied Baosteel with its full set of technology, traces its bloodline all the way back to the Yawata Steel Works — yes, the same works from the third chapter, the Yawata Steel Works that came on line in 1901 and was built in part with funds from the First Sino-Japanese War indemnity. In 1934 the Yawata Steel Works merged with several steel firms to form the state-owned Japan Iron & Steel; after the war, Japan Iron & Steel was broken up under antitrust legislation; in 1970 two of the firms produced by that breakup merged again to form Nippon Steel. The line of Yawata thus passed, by this route, down to Nippon Steel.

And so the thread joined up completely in 1978. In 1895, the indemnity from a Chinese defeat had been one of the important sources of funding for the launch of Japan's steel industry; in 1978, the direct heir of that steel industry — Nippon Steel — handed China, systematically and by contract, the most advanced complete steelmaking technology then in existence. The same steel, the same two countries. Eighty-three years earlier, steel was what China had bought for its adversary with the indemnity from a lost war; eighty-three years later, steel was what China, seated at the negotiating table, won back piece by piece through clauses and loans.

That is the full weight carried by the five words in this chapter's title: a different kind of beginning.

Baosteel's construction did not go smoothly; for a time it was, in truth, a rather sorry affair. The project drew fierce criticism at home. Some sharply questioned it at the National People's Congress, arguing that a super-project on this scale, costing so much, matched neither China's capacity at the time to absorb the technology nor its fiscal capacity to bear the cost — that it was grandiosity for its own sake. There was opposition in Shanghai itself as well, from people who feared the project would be both costly and a source of pollution. In 1981, under pressure of various kinds, the Chinese side sharply scaled the project back for a time, cancelling the planned second phase and cutting the planned annual capacity from six million tonnes to three million. Nippon Steel objected, holding that six million tonnes was the minimum scale at which a world-class integrated steelworks could operate stably and economically, and that cutting it in half would make production awkward. Facing the flood of domestic doubt, Deng made his position clear in 1979: history would prove that building Baosteel was the right decision.

The project withstood every pressure in the end and saw it through. In September 1985 Baosteel's No. 1 blast furnace was lit and tapped its first iron; in November of the same year the first phase was formally completed. The works went on to grow into a benchmark for China's steel industry, and into one of the core parent bodies of what is today the largest steel enterprise in the world. The words Deng spoke in 1979 were proved by time, to the letter.

And Baosteel was only the most conspicuous of the projects of those years. Around it ran a whole wave of technology and complete equipment imported from Japan: production lines for colour televisions, the full installations of synthetic-fibre plants, lines for chemical fertilizer and home appliances, one after another entering China. In the first years of Reform and Opening, Japanese technology and capital were among China's most important external supports.

And mixed into that support was money of a very particular character: Japan's Official Development Assistance to China — ODA. At the end of 1979 the Japanese prime minister, Masayoshi Ōhira, visited China and formally announced the launch of yen loans to China. Over the more than forty years that followed, Japan's aid to China totalled some 3.6 trillion yen, the great bulk of it in yen loans at very low interest over very long terms. Where did the money go? It went into the Beijing–Qinhuangdao railway and the expansion of the ports at Qinhuangdao and Qingdao; into the terminal building of Beijing's Capital International Airport; into Beijing's subway, waterworks across the country, and the China–Japan Friendship Hospital — into the great arteries of infrastructure that, in the first two decades of Reform and Opening, the Chinese economy most lacked and could least readily fund out of its own pocket.

Lift the view up from the individual projects and one sees the whole of 1980s China suffused with an eager air of learning from Japan. Japan — that neighbour, likewise in East Asia, likewise a late starter, yet the first to join the ranks of the developed countries — was regarded by many as the model most worth taking as a reference and most within reach. Its corporate management, its almost punishing quality control, its method of total quality management, were studied, recorded, and carried back to the workshop by one batch after another of Chinese plant managers, engineers, and technicians. In those years, books introducing the experience of Japanese firms sold briskly in China, and Chinese technical personnel travelled to Japan for inspection and training in an unbroken stream.

Japanese complete equipment and production lines, meanwhile, were transforming the face of Chinese factories at a more tangible level. When a colour-television line or a refrigerator line was installed, what came with it was often a whole set of process standards, a whole set of management procedures, a whole new definition of what counts as up to standard. For that generation of Chinese industrial workers, the words "Made in Japan" carried a double identity: they were the rival on the shop shelf that one felt the pressure of, and at the same time the teacher in the workshop — a teacher of few words, but one whose competence commanded respect. This was a rare interval in the industrial relationship of the two countries, a period mild in tone — one that those looking back later often called a honeymoon. And it was on the ground laid in this very period that the more turbulent wave of the next chapter was able to come surging in.

The background to Japan's provision of this aid must be stated honestly, and need not be evaded. One common understanding is that it stood in a relationship of de facto exchange with China's decision, at the normalization of relations, to renounce its claim to war reparations from Japan. Masayoshi Ōhira himself, by accounts later relayed by his relatives, once described ODA to China as a form of atonement. The aid did carry the weight of history within it; it was not generosity without cause.

But — and this is the crucial point — however much of the historical, the calculated, the complex was mixed into its motives, the fact it presents at the level of industrial history is clear and simple: after 1978, technology, equipment, and capital began to flow on a large scale, peacefully, and under the terms of contracts, from Japan to China. This time there were no gunboats clearing the way, no occupation as a precondition, no barbed wire and forced labour. This time it was two sovereign states sitting down, negotiating, signing, and then each fulfilling its obligations.

Two countries pushed onto the track by the same starting gun, then carried apart from each other through divergence, war, and a long blank — here, at last, for the first time, found a way of letting the elements of industry flow normally between them without relying on force. The next chapter will show how fast, and how fiercely, things would pour from Japan into China once that channel was truly open — fast enough that, within not many years, the relative positions of the two runners on this track would be utterly and dramatically rewritten.

VII. The Living Room and the Workshop

Once the channel was open, the first place Japanese industry reached in China was not the workshop. It was the living room.

The whole of the 1980s was the decade in which Japanese home appliances entered Chinese households on a mass scale. Before this, a Chinese family had a common standard for measuring how well it was doing, called "the three big things" — a bicycle, a watch, a sewing machine; a household that had all three counted as well off. After Reform and Opening, as material life grew richer, the standard rose with it, and "the new three big things" became a colour television, a refrigerator, and a washing machine. And of these three new things, very nearly every most-coveted model bore a Japanese brand name: Panasonic, Hitachi, Toshiba, Sony, Sanyo, Sharp. For the generation of Chinese who grew up in that era, the words "Japanese industry" were never an abstraction — they were the colour television in the living room with its sharp picture and vivid colour, the frost-free refrigerator in the kitchen, the air of an enviable "modern life" drifting out of the neighbour's home. This was a mass, close-range, face-to-face encounter between ordinary Chinese and modern industry, and what served as the medium, and left the first impression, was Japanese goods.

There is, in the midst of this, an episode that has been told many times. On his 1978 visit to Japan, while touring a Panasonic factory, Deng Xiaoping made his request of the aged Konosuke Matsushita that Panasonic help China modernize. The next year, in 1979, Matsushita visited China at the invitation extended to him — the first world-class entrepreneur to make an official visit since the founding of the People's Republic. Some years later, in 1987, the Beijing Matsushita Color CRT Company was established. It was Panasonic's first postwar investment in China, and the largest Sino-Japanese joint venture of its time, with a total investment of about 24.8 billion yen. To get the plant running, Panasonic also invited two hundred and fifty Chinese engineers to train for half a year at its factories in Japan. After returning home, these people became the technical core of the joint venture, and also among the first in China's electronics industry to have seen something of the wider world. Behind a single colour television lies a production line; behind a production line lies a body of people who have been trained.

Home appliances were the story of the living room. At the same time, another story was unfolding in the workshop, at a far slower pace — the story of automobiles.

The door to joint ventures in China's automobile industry was first pushed open by the Germans. In 1984 the joint-venture contract for Shanghai Volkswagen was signed in Beijing, making Volkswagen the first foreign carmaker to build cars in China through a joint venture. By comparison, the Japanese carmakers moved markedly more cautiously, with far more hesitation. Honda did not establish a joint-venture plant with Guangzhou until 1998, and the first Accord did not roll off the line until 1999 — about thirteen years later than Volkswagen's entry into China. Toyota's cooperation with China's FAW was not formally signed until 2002; GAC Toyota was not established until 2004. Nissan's joint-venture passenger-car business did not begin operating in earnest until 2003.

Why did home appliances come in so readily while cars came in so slowly? The logic here is worth thinking through. A colour television is relatively simple in technology; a car, by contrast, is the comprehensive expression of a nation's manufacturing capacity — behind the finished vehicle lie tens of thousands of components, a whole supply chain, and an entire manufacturing system. Selling China a colour-television line, and handing China the core capability and core technological system for building cars, were for a Japanese company two matters of utterly different weight. The very distinction between fast and slow is a signal worth remembering: at that stage, technology flowing from Japan to China was weighed, selective, and held back — the closer it came to the core of an industry, the narrower the gate was opened.

But fast or slow, the larger trend ran in a single direction: China was turning from a market that bought Japanese goods into a workshop that manufactured for Japan, and for the whole world.

In the 1990s this shift sharply accelerated. Japanese firms began to move large numbers of labour-intensive production stages — the assembly of electronic products above all — to China on a substantial scale. This needs to be understood precisely: it was not some gift from Japan to China, nor some carefully designed scheme handed down from above, assigning every country a fixed place. Behind it was an economic law of the plainest kind — once the cost of labour in one place rises, the production stages highly sensitive to cost will naturally flow toward places where labour is cheaper. It was water running downhill. China at the time happened to have an abundance of young, diligent, low-wage labour, along with a rapidly improving infrastructure and a policy environment hungry for investment, and so the assembly lines came.

By this stage a new industrial division of labour between China and Japan had clearly taken shape: China assembled, Japan supplied the upstream. A computer or appliance that rolled off the line in Shenzhen or Suzhou bearing a "Made in China" label might have its liquid-crystal display from Japan or South Korea; its memory chips, and certain of its special materials and precision parts, came in large measure from Japan. The more finished goods China exported, the larger, in step, was its purchasing of Japanese upstream components and materials. For the first time, the industries of the two countries meshed together like two sets of gears, snugly and without a gap — whichever turned would drive the other.

An economist once used a concise formulation to remind people of the substance of this division of labour: "made in China" does not equal "made by China." A product is finally assembled in China, takes on the "Made in China" label, and goes out into the world — but a considerable part of its value in fact belongs to the upstream countries that supplied the key chips, the key materials, the key components. In that era, the most important of those upstream countries was Japan. China earned the hard-won money of assembly; Japan earned the technology money of the upstream.

This way of producing, with both ends abroad, has a name of its own: processing trade. Raw materials and key components come in from outside, are assembled into finished goods in Chinese factories, and are then sold abroad. The special economic zones and the development zones along China's coast were all but tailor-made for this model — bonded factory premises, convenient ports, loose and flexible policy. For China at the time this was a path practical to the point of humility: it did not yet have the core technology of the upstream, but it had ports, it had land, it had hundreds of millions of people willing to enter the factory and willing to bear hardship, and so it first took the one stage it could do — assembly — and did it to the utmost, doing it fast and cheap and reliably, doing it so well that nowhere else in the world could be compared with it.

Japanese firms were glad to hand the work of assembly to a workshop like this; China was glad to take that work on, because it brought employment, brought foreign exchange, and brought a generation of industrial workers the skill and discipline accumulated beside the assembly line. One side kept to the technology and the profit of the upstream, the other built the manufacturing scale of the downstream into the largest on earth — and this division of labour ran quite smoothly through the 1990s and the early 2000s, smoothly enough, indeed, to be called stable. Stable enough that many assumed things would more or less go on this way forever — Japan above, China below, each in its proper place. But a workshop has a temper of its own: the more you assemble here, the more you see with your own eyes, and the more you quietly learn.

This deep meshing pushed the two countries' trade to a height no one had foreseen. In 2000 bilateral trade between China and Japan stood at about 83 billion dollars; by 2004 it had risen to more than 210 billion; by 2008 it was approaching 270 billion. And it was in 2004 that China overtook the United States to become Japan's largest trading partner.

At this point a thing must be said clearly and honestly: by the mid-2000s, the role China played in this division of labour was still that of the workshop — the stage that put in the heavy effort, the heavy sweat, and earned the relatively small money. Japan held steady in the upstream, holding to the technology, holding to the stage with the far higher margins. If the story of Chinese and Japanese industry had ended here, it would indeed have looked much like a stable hierarchy: Japan above, China below, each in its appointed place.

But the story did not end here. Because a workshop — so long as its scale is large enough, it has run long enough, and enough people who want to move up have gathered inside it — will not remain only a workshop forever. Within it, sooner or later, something else will grow of its own accord: technology will grow, brands will grow, an upstream of its own will grow. By the end of the 2000s, this workshop that was China had grown to a critical point. In the next chapter, that seemingly stable hierarchy would begin to loosen, and in the end be overturned.

VIII. The Overtaking, and the Upstream

In 2010, a milestone event occurred: China's total economic output surpassed Japan's, making it the world's second-largest economy.

Japan had held that second-place position for a full forty-two years—counting from 1968. Now it passed to the country beside it, the "student" of a century before. For the relationship between the two nations, this was a psychological watershed. It was not merely the changing of the guard on a GDP table; it meant that two runners pushed onto the track by the same starting gun had, after a hundred and forty years, seen their relative positions formally and publicly rewritten.

And it went far beyond aggregate output. If one pulls the lens in from the macroeconomic abstraction of GDP and trains it on individual industries, what comes into view is a string of overtakings, occurring densely and one after another across the dozen-odd years following 2009.

In automobile production, China overtook Japan in 2009 to claim first place in the world, and has never relinquished it since. In shipbuilding, China's market share vaulted past half the global total in 2009, leaving far behind a Japan that had long occupied the industry's top seat—Japan's share of shipbuilding slid from more than thirty percent at the turn of the century down to around ten; by 2022, China's shipbuilding output exceeded the combined total of Japan and South Korea. In high-speed rail—the very industry that, in 1978, had moved Deng Xiaoping to remark that he felt as though someone were pushing him from behind—China's rail-transit equipment firms have today captured more than half the global market. The country that once sat in the carriage marvelling has become the fastest runner on this particular track. Of household appliances there is hardly any need to speak: the China that once received its initiation into "modern life" by way of Japanese colour televisions is today the world's largest exporter of televisions, with one in every two exported worldwide coming from China. By 2023, China had also overtaken Japan to become the world's largest automobile exporter, and what underpinned this particular overtaking was the new-energy vehicle—a new track on which Japan had been comparatively hesitant, comparatively slow.

Set this string of overtakings side by side, and the impression of a "hierarchy" left at the close of the previous chapter falls apart. In a growing number of industries, the China that could once serve only as the "workshop" has moved ahead of Japan. This is the most improbable scene on the hundred-and-eighty-year track: the runner who once lagged a full lap behind has genuinely caught up, and on many of the segments has overtaken the former pacesetter.

Yet if this article were to close here, written up as a satisfying tale of "China overtakes Japan," it would be neither accurate nor profound—and would, in fact, miss the most important lesson of all.

For at the very moment the overtaking was happening, another fact was just as plainly on display: at certain critical links in the industrial chain, China cannot do without Japan—and, in the short term, cannot.

These links cluster at the chain's furthest upstream. The most telling example is semiconductors. Chip manufacturing cannot proceed without a material called photoresist, and in the global market for high-end photoresists, Japanese firms hold roughly eighty-five percent of the share; for the extreme-ultraviolet photoresist used in the most advanced process nodes, the supply is very nearly one hundred percent Japanese. Chips must be built on silicon wafers, and of the world's silicon wafers, two Japanese companies alone control around ninety percent of the market. Move further upstream still, and Japan likewise holds a very high share of certain key equipment required to make chips. Such items are often small in bulk, with names the ordinary consumer will never once utter in a lifetime, yet they sit squarely at the throat of the entire industrial chain. Today's China can build more automobiles, ships, household appliances, and mobile phones than anyone else in the world, and yet must still import these furthest-upstream materials and equipment from Japan.

This upstream advantage can be made more concrete still. Beyond photoresists and silicon wafers, in the equipment segment of chip manufacturing Japan holds many positions that are inconspicuous yet impossible for anyone to bypass: some Japanese companies hold a near-monopoly on the specialized equipment that dices and thins wafers; some hold more than half the global share in chip-testing equipment; add together the various kinds of semiconductor equipment, and Japan's global share is around thirty percent, second only to the United States. Each of these pieces of equipment and material, taken on its own, is no more than a minute link in a long industrial chain; but it is precisely these minute links strung together that determine whether a most-advanced chip factory can run at all. This is the true weight of the word "upstream"—it lies not in how large the volume is, but in how precisely the position is held.

This situation, for readers familiar with the work of this institute, will recall an earlier analysis of China's shipbuilding supply industry—being able to build a ship does not mean being able to make every single thing aboard it; once a country's downstream assembly capacity has overtaken, its upstream materials, equipment, and precision components remain another lesson that takes time, slowly, to make up. The relationship between China and Japan today is precisely that principle of "strong in assembly, weak in supporting industry," shown writ large between two nations.

And looked at the other way around, Japan likewise cannot do without China.

China has long been Japan's largest trading partner. The great majority of Japanese firms operating in China regard the country as one of their most important markets, and still plan to maintain, or even increase, their investment there. Japan's semiconductor-equipment companies draw a considerable portion of their sales from the Chinese market. And at the more everyday level: of the household appliances Japan imports, more than ninety percent come from China; the largest supplier of the rare earths that Japan's industry and national defence alike cannot do without is, again, China. One industrial study once observed that, of Japan's several thousand categories of imported goods, a remarkably high proportion are heavily dependent on a single source country—and that for a great many of those goods, the single source being relied upon is China.

And so the Sino-Japanese industrial relationship of today takes on a form unseen in the previous hundred and odd years. It is no longer the question of who extracts from whom, who conquers whom, of Chapters III and IV; nor is it any longer the clear configuration of Chapter VII—who is teacher and who is student, who is upstream and who is downstream. It is a state in which each is now inside the other—China's downstream needs Japan's upstream, Japan's upstream needs China's market and midstream; the two countries' industries are meshed so deeply, so finely, that whichever side might wish to extract the other cleanly from its own supply chain would first hurt itself, badly.

This deep meshing does not mean that friction between the two nations has henceforth disappeared. The friction is real. In 2023, Japan imposed export controls on more than twenty categories of advanced semiconductor manufacturing equipment; around technological security and supply-chain security, the wrestling, probing, and guarding between the two nations have not paused for an instant. But what truly deserves notice is the form this friction takes: the tension between China and Japan today is expressed through tariff schedules, export-control lists, and the rearranging of supply chains—it is a bargaining conducted inside a shared industrial chain. It is no longer the gunboat against gunboat of the Yalu River in 1894, no longer the tanks grinding over rail tracks at Liutiaohu in 1931. The competition remains fierce, but its venue has moved from the battlefield into the workshop, the negotiating table, and the customs house.

And that fact in itself—competition having moved from the battlefield into the workshop—is the largest, and the most worth treasuring, of all the differences these hundred and eighty years have produced.

IX. Headwind, and the Far View

Chapter VIII ended on a faintly optimistic sentence: competition has moved from the battlefield into the workshop. But to carry this article all the way to the present moment of 2026, one must honestly add a further line—the competition inside the workshop is, at present, anything but calm.

Since 2025, the atmosphere between China and Japan at the political and security level has cooled markedly, and official exchanges and people-to-people contact in certain spheres have been affected. This article has no intention of unfolding these political entanglements—each has its own origins and course, and each its own dedicated analysis; this industrial history pursues only one concrete question: whether, and to what degree, this political chill will spread to the industrial chain that holds the two countries' industries fast in their meshed grip.

The reason for posing the question this way is that, beneath this very chill, something is happening that had never happened in the preceding decades: for the first time, the governments of both China and Japan are, actively and deliberately, seeking to loosen the gears they had once spent such effort to mesh.

This thing, at present, goes by a fashionable name: "de-risking."

On the Japanese side, "economic security" has become a high-frequency term in industrial policy these past few years. Japan has legislated to make its supply chains more resilient, using fiscal subsidies to encourage its own firms to disperse a portion of their capacity away from over-reliance on any single country—a strategy summed up as "China plus one": not abandoning China, that vast market and manufacturing base, but adding a backup outside of China as well. On the most sensitive chain of all, semiconductors, Japan has coordinated its steps with the United States and the Netherlands and, from 2023, has imposed export controls on a batch of advanced chip-manufacturing equipment. The upstream advantages held in Japanese hands in Chapter VIII—photoresists, silicon wafers, precision equipment—are now no longer merely commercial leverage; they too have been placed on the scales of "national security" to be weighed.

On the Chinese side, the direction looks the opposite, yet the aim is equally to reduce dependence. China is driving hard at upstream "domestic substitution"—the chokepoints noted in Chapter VIII, high-end photoresists, semiconductor equipment, specialty materials, are precisely the targets at which one localization campaign after another is aimed. What China wants is to make up a stretch of that upstream long held in others' hands, so that its own industrial chain no longer leaves so many vital points for outside parties to seize.

And this wrestling over the upstream is not one-directional. People have grown used to the phrase "China is caught at the upstream," but the upstream of an industrial chain is not only chip materials. At certain other upstream links, China likewise holds things others cannot for the moment bypass—rare earths, and key metals of the gallium and germanium kind. In recent years, China has tightened its management of the export of these strategic materials. This serves as a reminder to everyone: who, on a given industrial chain, is at the upstream and who can seize whose throat depends on which chain it is precisely; in the China-Japan relationship of 2026, neither side can comfortably declare that it no longer needs the other.

And this "neither can do without the other" is not a turn of rhetoric; it rests upon a thick ledger beneath it. In 2023, two-way trade between China and Japan stood at roughly 318 billion US dollars—down somewhat from the previous year, yet still a startlingly vast volume; Japanese firms operating in China number in the tens of thousands, and most of them still list China among their most important markets, with no intention of truly leaving. Headwind is headwind, and the ledger is the ledger—and the gravitational pull of the numbers on that ledger is something no slogan can resist.

So, then, will those gears, meshed for decades, truly be pried apart?

Most likely not—at least not pried apart cleanly. The reason is, once again, the principle of Chapter VIII, only this time used in reverse: precisely because the two countries' industries are meshed so deeply and so finely, the cost of the act of "prying" itself has grown so high that neither side can bring itself to do it. More than ninety percent of the household appliances Japan imports come from China, and that cannot be rewritten by a single document within three or five years; more than eighty percent of the high-end photoresist China needs to make chips comes from Japan, and that cannot be substituted in the short term by shouting a few slogans. That depth of mutual dependence took decades of time to build; to dismantle it would likewise take decades, and every inch pried apart would exact a cost in hard cash, with the pain felt on both sides. So what is actually happening, in reality, is not the "decoupling" people endlessly invoke, but a kind of "management" conducted as one goes, advancing and pausing by turns: dispersing somewhat at the edges of the chain, adding some backup at the most sensitive links, while the vast core—because prying it apart would simply hurt too much—remains connected.

It must also be seen that this tug-of-war is not taking place between China and Japan alone. It is wrapped inside a far broader reshuffling of global supply chains—the technological competition among the great powers, the warning that a pandemic sounded for an industrial layout built on "efficiency first," all of it pushing every nation toward "rather a little more expensive than a little less safe." The loosening and tightening of these gears between China and Japan are therefore not entirely for these two countries alone to decide; they sit within a larger current, drawn along by many forces the two cannot govern on their own.

Pull the lens still further out, and look ahead: where will the industrial relationship between China and Japan go?

What can be said with rough certainty is that it is entering a stretch of difficult days. On one side is the geopolitical headwind, pushing the two countries toward "each backing up its own, each seeking its own security"; on the other is the enormous concrete cost accumulated by decades of deep meshing, lying like a heavy ballast stone that holds the two countries firmly down within the fact that neither can do without the other. These two forces will wrestle over the long term, and the result of their sawing back and forth will most likely be neither a renewed warm embrace nor a clean break, but a kind of taut coexistence—mutually wary yet never to be pulled apart—politically cold, industrially still connected, only with every node of that connection now bearing one degree more of caution, one more fallback held in reserve, than before.

But within this conspicuous headwind there is also hidden a factor easily overlooked, one that may, over a longer span of time, come slowly to bear: these two countries are becoming more and more alike.

Japan is one of the world's first large economies to have entered deep population ageing; and China's population, too, has already passed its peak and begun to decline, with its working-age population now contracting. The weight of this deserves to be weighed against this article's scale of a hundred and eighty years. Once, Japan was a mirror in which China gazed toward its own future—in Japan, China saw in advance what becomes of an East Asian country "after industrialization." And now what that mirror reflects has changed: for the first time, the two countries must, within roughly the same span of time, face a nearly identical problem—how, under the conditions of a shrinking population and an ageing society, to sustain the efficiency, the innovation, and the vitality of a vast industrial system. One is busy making up the upstream, one is busy steadying the market, and both must answer the same question: where will the people come from, where will the vitality come from. When two neighbouring countries face, in fact, the same examination paper, the reasons for them to cooperate, to complement, and to draw on one another are actually increasing, not decreasing; it is only that, at this moment, the voice of those reasons has been temporarily drowned out by the political headwind.

Within this headwind there is also a vigilance that this article—given the standpoint from which it is written—should not, and will not, evade. It has nothing to do with the ledger; it bears on a more fundamental question: whether Japan will hold to the peaceful, restrained path it chose after the Second World War.

This article has spent four full chapters recounting what Japanese militarism once brought upon China and upon all of East Asia—the gunfire of the First Sino-Japanese War, the plunder of the colonies, the bayonets of the false "co-prosperity," the forced labour of more than ten million people. Precisely because that history is not distant, any move today to whitewash a history of aggression, to summon back the ghost of militarism, or to push the country once more toward remilitarization must be met with the gravest vigilance. History wrote its conclusion plainly long ago: the road of trying to "integrate" East Asia by armed force was walked once in the last century, and at its end lay ruins, lay bleached bones, and lay that road's own defeat. It will have no other ending.

And so, even as it records industry and records how the gears have meshed back together, this article also wishes to state, honestly, a plain hope: that Japan keeps to the track of postwar peaceful development, that it remains a restrained and predictable neighbour, and that the ghost of militarism is never fed again. This hope is, in fact, the same principle as the main line of the whole essay—the "order that ought to be" in East Asia is held together by exchange between equals, not by armed force; a Japan once again seized by militarism would only, one more time, push itself, and the whole region with it, back onto the road that has been proven, again and again, to lead nowhere. The precondition this hard-won industrial chain between the many thousands of factories of the two countries truly needs has always been a peaceful and stable East Asia.

So the headwind of 2026 is, rather than the ending of this story, one more "setting of the question." This article has used its preceding eight chapters to tell a principle that is not, in itself, complicated: the order that East Asia grew through exchange between equals is, of all the methods it tried over a hundred and eighty years, the only one capable of standing on its own. But "capable of standing on its own" does not mean "never to be jostled." What 2026 is doing is precisely the jostling—it is testing whether the industrial chain that took a full fifty years to mesh back together has enough resilience to withstand a cold wave coming from the political level.

The answer to this test has not yet been revealed today. And how it is finally revealed will not turn on the judgment of any single article; it will turn on what these two countries, over the many years to come, time and again, at each concrete crossroads, choose to take the other to be—an adversary that must be guarded against at every moment and, ideally, shaken off entirely, or a neighbour who is not intimate but cannot be shaken off by anyone, and whom one had better learn to live with well.

Conclusion: Returning to the Order That Ought to Be

Let us return to the two fleets with which this article opened.

At the mouth of the Pearl River in 1841, at Uraga in 1853, what came sailing in was the same kind of ship—steam, steel, cannon. With their gun muzzles, in very nearly the same historical instant, they pushed China and Japan together onto the track of industry.

In the more than a hundred and eighty years since, East Asia has been repeatedly attempting the same one thing: to make of itself an industrial whole. The impulse has never faded—two neighbouring economies, highly complementary in resources and capabilities, will instinctively and continually seek to connect with each other. So the question has never been "whether East Asia should connect into one"; the question has always been the other one: by what means to connect.

This article has, in fact, recorded three different attempts.

The first was by extraction. From the vast indemnity of the First Sino-Japanese War, to seized Taiwan and the Northeast hollowed out by the South Manchuria Railway, to colonized Korea, Japan integrated into its own industrial system the wealth and resources it took from China's own territory and from the lands of its neighbours. This was a connection, a tight connection, but it was one-directional—all the nourishment flowed in one and the same direction.

The second was by conquest. The "Greater East Asia Co-Prosperity Sphere" sought, by force, to weld all of East Asia into a single ring, and gave that ring a pleasant-sounding name—"common prosperity." But what it built with bayonets was factories, not order; once the bayonets were withdrawn, the ring, within a few months, was dismantled here and blown apart there, scattered without a trace.

Both of these attempts failed. And the reason they failed lies not in the idea that East Asia ought not to be connected into one—quite the contrary, East Asia genuinely does need to connect; they failed because the two means of connection, "extraction" and "conquest," carried the gene of self-destruction within them. An order that must forever rely on violence to be maintained is destined to wait for the day the violence runs dry; the larger and more efficient it appears, the more total its collapse.

The third attempt began in 1972 and has continued to this day. It had no slogan, no ideology, not even a resounding name. It was that one contract for Baosteel, the railway built with yen loans, the colour television in the living room, the procession of processes along the assembly line of "assembled in China, supplied from Japan," the industrial chain of today in which each is inside the other and neither can be cleanly extracted. It was not designed by anyone, declared by anyone; it grew slowly of itself, out of one piece of business, one contract, one process at a time.

And this time, it did not scatter.

The reason is, in fact, not complicated. An order welded together by force needs someone to stand guard over it at every moment, weapon in hand; an order grown through exchange maintains itself—the many thousands of factories in the two countries choose, every day, voluntarily and out of their own interest, to go on doing business with the other. No one needs to force anyone at gunpoint. Only a connection that does not need violence to be maintained has any chance of being a stable connection, one capable of standing for the long term.

Having written this far, the question posed at the article's opening can be answered: the East Asia pushed onto the track by the same starting gun—what kind of whole, in the end, ought it to be?

It ought to be an "order that ought to be." And the so-called "order that ought to be" is not a list with the seating arranged, not a matter of who is forever above and who forever below. It is the division of labour that forms naturally among neighbouring countries—without anyone forcing it at gunpoint—each according to what it does best. Japan holds the upstream, China occupies the mid- and downstream; that is how it is today; tomorrow, the position of some link will change, and the division of labour will change along with it—and this very capacity to change is precisely the proof that it is alive, not a hierarchy nailed in place. The reason East Asia "always returns" to this order is that, of all the options in view, it is the only form capable of standing on its own without being held down by outside force; while "extraction" and "conquest" are only deviations from it, and each deviation was corrected back at an exceedingly painful cost paid by this land.

Finally, there is one more word for which a fair word should be said.

The word "co-prosperity" was once stolen by fascism and pressed onto a stretch of history filled with aggression and slaughter, all but utterly defiled, turned into a word people are unwilling to bring up. But after walking the full hundred and eighty years, one finds that genuine co-prosperity does exist—it merely looks nothing at all like that counterfeit which came with an army, shouting slogans and wrapped in ideology. Genuine co-prosperity is lower-case, quiet, never given to making speeches. It is that one piece of material from Japan inside a product assembled in China; it is, on the same stretch of sea, a ship of rare earths bound for Japan and a ship of equipment bound for China. No one holds a ceremony for it, no one composes an anthem for it. It is the plain thing that two ancient neighbours finally learned only at the price of a full hundred and eighty years, and of a war neither could escape—that apart from exchange between equals, no kind of connection can truly, and for the long term, stand.

Today, on the waters off the mouth of the Pearl River and off Uraga, there are still ships passing back and forth every day. Only those ships, for the most part, no longer carry gun muzzles—they are deep-draughted container ships, and what their holds carry is what these two ancient neighbours genuinely need from each other. This is what East Asia was always meant to look like. But a hundred and eighty years of history also give a repeated warning: this is never a final destination reached once and for all; it is a road that both countries must guard together—with restraint, with good faith, and with vigilance enough. So long as there are still those willing to walk that road, so long as what passes on the sea is cargo ships and not gunboats, East Asia is still keeping to the order that ought to be.
